1 HOUSE RESOLUTION
2 WHEREAS, There has not been a State-funded "Cost of Doing
3 Business" increase for providers of care for persons with
4 developmental disabilities or mental illness in three of the
5 last seven years; and
6 WHEREAS, Inflation has grown at almost twice the rate of
7 the State-funded "Cost of Doing Business" increases for many
8 of these providers since 1991; and
9 WHEREAS, A 1992 University of Illinois study found that
10 private facilities nationwide paid their employees 17% more
11 on average than private Illinois facilities; and
12 WHEREAS, Many workers in these agencies often must pay up
13 to 10% of their compensation per month for health insurance
14 coverage; and
15 WHEREAS, A 1997 University of Illinois study found staff
16 turnover rates in private Illinois facilities was at 80% in
17 their first year of employment; and
18 WHEREAS, High staff turnover rates negatively impact the
19 quality of care and continuity required for individuals with
20 disabilities; and
21 WHEREAS, The State of Illinois must ensure that these
22 workers are properly compensated for their important work and
23 that turnover at these private agencies is kept to a minimum,
24 allowing individuals with disabilities a stable and safe
25 environment; and
26 WHEREAS, Illinois community service providers have
27 indicated that they will use this "Cost of Doing Business"
28 increase to increase wages for direct care employees;
29 therefore, be it
30 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2 providers of services for the mentally ill and
3 developmentally disabled shall increase the wages of direct
4 care workers by at least the same percentage as the increase
5 in funds they receive from the State for the "Cost of Doing
6 Business" in fiscal year 1998 and fiscal year 1999; and be it
7 further
8 RESOLVED, That each community service provider shall
9 certify to the Department of Human Services, as provided by
10 rule by the Department, that it has provided the wage
11 increases in accordance with these requirements; and be it
12 further
13 RESOLVED, That a suitable copy of this Resolution be
14 forwarded to the Secretary of Human Services.
