1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are saddened to learn of the death of Joseph
4 Sieb, Mayor of the Village of Norridge, Illinois; and
5 WHEREAS, Joseph Sieb was the Founder of the Village of
6 Norridge; in 1951 he was elected to serve as Trustee, having
7 served previously as the Village's Building Commissioner;
8 upon the resignation of the first Village President, Mr. Sieb
9 was appointed to fill the position; on November 14, 1951 he
10 began his career as Village President, serving in that
11 position until his death; and
12 WHEREAS, Joseph Sieb set the Illinois record as the
13 longest serving head of a municipality; on the day he passed
14 away, June 23, 1998, he had served 46 years and 222 days as
15 Village President; in the role of Village President, Mr. Sieb
16 built Norridge up from 1/2 square mile to over 2 square miles
17 in area; since his first year in office, Mr. Sieb has
18 operated the Village with a balanced budget each year; the
19 only real estate taxes paid to Norridge are for one bond
20 issue supported through a referendum, with the Village budget
21 being based on sales tax revenue; and
22 WHEREAS, Mr. Sieb was Chairman of the Board of Henry
23 Newgard and Company, Contracting Electrical Engineers; for
24 over sixty years, Mr. Sieb was a proud member of the
25 International Brotherhood of Electrical Workers; and
26 WHEREAS, Mr. Sieb was a friend to both Chicago Mayors
27 Richard J. and Richard M. Daley; in 1957 he traveled with
28 Mayor Richard J. Daley to Springfield to successfully lobby
29 for the 1/2 cent Municipal Sales Tax; and
30 WHEREAS, President Sieb served as Past President of the
31 Leyden Norwood Municipal League; held active membership in

1 the West Central Municipal Conference; the West Central
2 Municipal Conference and the West Cook County Solid Waste
3 Agency recently honored President Sieb with the Jack B.
4 Williams Intergovernmental Achievement Award; he held
5 original membership in the O'Hare Noise Compatibility
6 Commission; he was a member of the Illinois Municipal League;
7 and he was the founder and first President of the Norridge
8 Youth Activities; and
9 WHEREAS, Mr. Sieb's wife, Estelle was known as the "day
10 mayor", based on her handling of the Village business while
11 her husband worked at Henry Newgard; she would work with
12 residents during the day, and then present her husband with
13 messages when he arrived home at the end of the day; Estelle
14 passed away in 1988; he is survived by his sons, Gene and
15 Bob, his six grandchildren, and three great-grandchildren;
16 therefore, be it
17 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
19 mourn, along with his family, friends, and the Village of
20 Norridge, the death of Village President Joseph Sieb; and be
21 it further
22 RESOLVED, That a suitable copy of this resolution be
23 presented to the family of Joseph Sieb.
