Amends the Election Code. Proibits campaign
contributions to candidates for nomination in excess of
$1,000 from an individual or $5,000 from a political action
committee or a political committee. Applies the same limits
to candidates for election. Effective immediately.

1 AN ACT to amend the Election Code by adding Section
2 9-5.5.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Election Code is amended by adding
6 Section 9-5.5 as follows:
7 (10 ILCS 5/9-5.5 new)
8 Sec. 9-5.5. Contribution limits.
9 (a) No individual shall make contributions to the
10 political committee of a candidate for office in excess of an
11 aggregate amount of $1,000 for seeking nomination of the
12 candidate's political party to that office. No political
13 action committee or political committee shall make
14 contributions to the political committee of a candidate for
15 office in excess of an aggregate amount of $5,000 for seeking
16 nomination of the candidate's political party to that office.
17 (b) No individual shall make contributions to the
18 political committee of a nominee of a political party for
19 office in excess of an aggregate amount of $1,000 for seeking
20 election to that office. No political action committee or
21 political committee shall make contributions to the political
22 committee of a nominee of a political party for office in
23 excess of an aggregate amount of $5,000 for seeking election
24 to that office.
25 (c) No political committee of a candidate or nominee for
26 office shall accept a contribution from an individual,
27 political action committee, or political committee with the
28 knowledge that the sum of that contribution and all other
29 contributions made to the political committee by that
30 individual, political action committee, or political
31 committee exceeds the maximum amounts listed in subsections

1 (a) and (b).
2 (d) The limitations of contributions under subsection
3 (a) apply for the period beginning with the circulation of
4 the candidate's nominating petitions and ending with the date
5 of the general primary election at which the candidate seeks
6 nomination for election to office.
7 The limitations of contributions under subsection (b)
8 apply for the period beginning after the general primary
9 election and ending with the date of the general election.
10 (e) For the purpose of this Section, political action
11 committee is defined as in 2 U.S.C. 441b (2)(C).
12 Section 99. Effective date. This Act takes effect upon
13 becoming law.
