Amends the AFDC Article of the Public Aid Code. Requires
the Department of Public Aid (before July 1, 1997) and the
Department of Human Services (on and after July 1, 1997) to
advise AFDC applicants of the availability of standard
childhood immunizations through county or multiple-county
health departments. Requires AFDC recipients to submit proof
that children have received immunizations. Authorizes
exceptions to immunization requirement for religious reasons
or other good cause. Effective immediately.

1 AN ACT to amend the Illinois Public Aid Code by adding
2 Section 4-20.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Public Aid Code is amended by
6 adding Section 4-20 as follows:
7 (305 ILCS 5/4-20 new)
8 Sec. 4-20. Immunizations. Statewide, the Illinois
9 Department shall advise applicants for aid under this Article
10 of the availability of standard childhood immunizations
11 through the county or multiple-county health department.
12 Within 12 months after a determination of eligibility for aid
13 under this Article or at the next scheduled full
14 redetermination, a recipient must submit to the Illinois
15 Department proof that the children for whom the recipient
16 receives benefits have received their standard childhood
17 immunizations. If a recipient fails to provide this proof of
18 immunization, the Illinois Department shall review the case
19 to determine whether sanctions should be imposed. The
20 Illinois Department shall waive this requirement (i) if the
21 failure to immunize the children is because of religious
22 reasons or other good cause or (ii) upon proof that the
23 immunization sequence has been started.
24 Section 99. Effective date. This Act takes effect upon
25 becoming law.
