1 AN ACT to amend the Riverboat Gambling Act by changing
2 Section 11.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Riverboat Gambling Act is amended by
6 changing Section 11 as follows:
7 (230 ILCS 10/11) (from Ch. 120, par. 2411)
8 Sec. 11. Conduct of gambling.
9 (a) Gambling may be conducted by licensed owners aboard
10 riverboats, subject to the following standards:
11 (1) No gambling may be conducted while a riverboat
12 is docked.
13 (2) Riverboat cruises may not exceed 4 hours for a
14 round trip, with the exception of any extended cruises,
15 each of which shall be expressly approved by the Board.
16 (3) Minimum and maximum wagers on games shall be
17 set by the licensee.
18 (4) Agents of the Board and the Department of State
19 Police may board and inspect any riverboat at any time
20 for the purpose of determining whether this Act is being
21 complied with. Every riverboat, if under way and being
22 hailed by a law enforcement officer or agent of the
23 Board, must stop immediately and lay to.
24 (5) Employees of the Board shall have the right to
25 be present on the riverboat or on adjacent facilities
26 under the control of the licensee.
27 (6) Gambling equipment and supplies customarily
28 used in conducting riverboat gambling must be purchased
29 or leased only from suppliers licensed for such purpose
30 under this Act.
31 (7) Persons licensed under this Act shall permit no

1 form of wagering on gambling games except as permitted by
2 this Act.
3 (8) Wagers may be received only from a person
4 present on a licensed riverboat. No person present on a
5 licensed riverboat shall place or attempt to place a
6 wager on behalf of another person who is not present on
7 the riverboat.
8 (9) Wagering shall not be conducted with money or
9 other negotiable currency.
10 (10) A person under age 21 shall not be permitted
11 on an area of a riverboat where gambling is being
12 conducted, except for a person at least 18 years of age
13 who is an employee of the riverboat gambling operation.
14 No employee under age 21 shall perform any function
15 involved in gambling by the patrons. No person under age
16 21 shall be permitted to make a wager under this Act.
17 (11) Gambling excursion cruises are permitted only
18 when the navigable stream for which the riverboat is
19 licensed is navigable, as determined by the Board in
20 consultation with the U.S. Army Corps of Engineers.
21 (12) All tokens, chips or electronic cards used to
22 make wagers must be purchased from a licensed owner
23 either aboard a riverboat or at an onshore facility which
24 has been approved by the Board and which is located where
25 the riverboat docks. The tokens, chips or electronic
26 cards may be purchased by means of an agreement under
27 which the owner extends credit to the patron. Such
28 tokens, chips or electronic cards may be used while
29 aboard the riverboat only for the purpose of making
30 wagers on gambling games.
31 (13) Notwithstanding any other Section of this Act,
32 in addition to the other licenses authorized under this
33 Act, the Board may issue special event licenses allowing
34 persons who are not otherwise licensed to conduct

1 riverboat gambling to conduct such gambling on a
2 specified date or series of dates. Riverboat gambling
3 under such a license may take place on a riverboat not
4 normally used for riverboat gambling. The Board shall
5 establish standards, fees and fines for, and limitations
6 upon, such licenses, which may differ from the standards,
7 fees, fines and limitations otherwise applicable under
8 this Act. All such fees shall be deposited into the
9 State Gaming Fund. All such fines shall be deposited
10 into the Education Assistance Fund, created by Public Act
11 86-0018, of the State of Illinois.
12 (14) In addition to the above, gambling must be
13 conducted in accordance with all rules adopted by the
14 Board.
15 (15) For the purpose of this paragraph, the terms
16 "terminal", "access device" and "electronic fund
17 transfer" have the meaning as defined in the Electronic
18 Fund Transfer Act. "Credit card" and "debit card" have
19 the meaning as defined in the Illinois Credit Card and
20 Debit Card Act.
21 No licensed owner or contractor of a licensed owner
22 that provides services to the licensed owner at the dock
23 or adjacent to a dock of a licensed owner shall permit or
24 cause to have installed on a riverboat or on the dock or
25 adjacent to a dock a terminal that accepts an access
26 device, credit card, or debit card for the electronic
27 transfer of funds.
28 No licensed owner or contractor of a licensed owner
29 that provides services to the licensed owner at the dock
30 or adjacent to a dock of a licensed owner shall provide,
31 offer, or make available check cashing services to any
32 person on the riverboat, the dock, or adjacent to a dock,
33 or issue to any person debt warrants or coupons
34 redeemable for cash or tokens.
