1 AMENDMENT TO SENATE BILL 226
2 AMENDMENT NO. . Amend Senate Bill 226, on page 1,
3 lines 1, 2, 5, and 6, by changing "changing Section 2-3.118"
4 each time it appears with "adding Section 2-3.118a"; and
5 by replacing lines 7 through 20 with the following:
6 "(105 ILCS 5/2-3.118a new)
7 Sec. 2-3.118a. Non-Public School Students' Access to
8 Technology. (a) The General Assembly finds and declares that
9 the State of Illinois Constitution provides that a
10 "fundamental goal of the People of the State of Illinois is
11 the educational development of all persons to the limits of
12 their capacities" and that the educational development of
13 every elementary and secondary school student serves the
14 public purposes of the State. In order to enable Illinois
15 students to leave school with the basic skills and knowledge
16 that will enable them to find and hold jobs and otherwise
17 function as productive members of society, all students must
18 have access to the educational resources provided by
19 computers and technology. The provisions of this Section are
20 in the public interest, for the public benefit, and serve a
21 secular public purpose.
22 (b) The State Board of Education shall provide non-public

1 schools with ports on the Board's statewide educational
2 network, provided that this access does not diminish the
3 services available to public schools and students. The Board
4 shall charge for this access in an amount necessary to offset
5 its cost. Access to the statewide network may be used only
6 for secular educational purposes.
7 (c) For the purposes of this Section, a non-public school
8 means any non-profit, non-home based, non-public elementary
9 or secondary school that is in compliance with Title VI of
10 the Civil Rights Act of 1964, and attendance at which
11 satisfies the requirements of Section 26-1 of the School
12 Code.".
