provisions regarding development of standards for a service
network and designation of regional centers and primary
providers, changes from one to 2 the number of Regional
Alzheimer's Disease Assistance Centers which shall be
conveniently located to serve the Chicago metropolitan area.

1 AN ACT to amend the Alzheimer's Disease Assistance Act by
2 changing Section 4.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Alzheimer's Disease Assistance Act is
6 amended by changing Section 4 as follows:
7 (410 ILCS 405/4) (from Ch. 111 1/2, par. 6954)
8 Sec. 4. Development of standards for a service network
9 and designation of regional centers and primary providers.
10 By January 1, 1987, the Department, in consultation with the
11 Advisory Committee, shall develop standards for the conduct
12 of research and for the identification, evaluation,
13 diagnosis, referral and treatment of victims of Alzheimer's
14 disease and related disorders and their families through the
15 ADA network of designated regional centers and other
16 providers of service under this Act. Such standards shall
17 include:
18 (a) A description of the specific populations and
19 geographic areas to be served through ADA networks that may
20 be established under this Act;
21 (b) Standards, criteria and procedures for designation
22 of Regional ADA Centers, which ensure the provision of
23 quality care to a broad segment of the population through
24 on-site facilities and services and through a network of
25 primary Alzheimer's providers and other providers of service
26 that may be available within the service area defined by the
27 Department. At least 2 one Regional ADA Centers Center shall
28 be conveniently located to serve the Chicago metropolitan
29 area and at least one Regional ADA Center shall be
30 conveniently located to serve the balance of the State. The
31 Regional ADA Centers shall provide at least the following:

1 (1) Comprehensive diagnosis and treatment facilities and
2 services which have (i) professional medical staff
3 specially-trained in geriatric medicine, neurology,
4 psychiatry and pharmacology, and the detection, diagnosis and
5 treatment of Alzheimer's disease and related disorders, (ii)
6 sufficient support staff who are trained as caregivers to
7 victims of Alzheimer's disease and related disorders, (iii)
8 appropriate and adequate equipment necessary for diagnosis
9 and treatment, (iv) transportation services necessary for
10 outreach to the service area defined by the Department and
11 for assuring access of patients to available services, (v)
12 and such other support services, staff and equipment as may
13 be required;
14 (2) Consultation and referral services for victims and
15 their families to ensure informed consent to treatment and to
16 assist them in obtaining necessary assistance and support
17 services through primary Alzheimer's providers and various
18 private and public agencies that may otherwise be available
19 to provide services under this Act;
20 (3) Research programs and facilities to assist faculty
21 and students in discovering the cause of and the diagnosis,
22 cure and treatment for Alzheimer's disease and related
23 disorders;
24 (4) Training, consultation and continuing education for
25 caregivers, including families of those who are affected by
26 Alzheimer's disease and related disorders;
27 (5) Centralized data collection, processing and storage
28 that will serve as a clearinghouse of information to assist
29 victims, families and ADA Resources, and to facilitate
30 research; and
31 (6) Programs of scientific and medical research in
32 relation to Alzheimer's disease and related disorders that
33 are designed and conducted in a manner that may enable such
34 center to qualify for Federal financial participation in the

1 cost of such programs.
2 (c) Procedures for recording and reporting research and
3 treatment results by primary Alzheimer's providers and other
4 affiliated providers of service that are within the ADA
5 network to the Regional ADA Center and to the Department;
6 (d) Policies, procedures and minimum standards and
7 criteria to be included in affiliation agreements between
8 primary Alzheimer's providers and the Regional ADA Center in
9 the conduct of any research and in the diagnosis, referral
10 and treatment of victims of Alzheimer's disease and related
11 disorders and their families; and
12 (e) Policies, procedures, standards and criteria,
13 including medical and financial eligibility factors,
14 governing admission to and utilization of the programs,
15 facilities and services available through the ADA network by
16 persons who may be or who have been diagnosed as victims of
17 Alzheimer's disease and related disorders, including forms
18 and procedures for obtaining necessary patient consents to
19 participation in research, and in the reporting and
20 processing of appropriate information in a patient's medical
21 records in relation to consultations, referrals and
22 treatments by the various providers of service within the ADA
23 network.
