Amends the Child Labor Law. Provides that the Law does
not apply to the work of a 14 or 15 year old minor in a
program organized and supervised by a park district with a
population of less than 500,000. Prohibits a minor under 16
from working between 10 p.m. (rather than 9 p.m.) and 7 a.m.
during school summer vacation periods (rather than from June
1 until Labor Day). Adds provisions regarding the permitted
working hours of minors over 14 who are employed by park
districts or municipal parks and recreation departments.

1 AN ACT to amend the Child Labor Law by changing Sections
2 3 and 7.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Child Labor Law is amended by changing
6 Sections 3 and 7 as follows:

8 Sec. 3. Except as hereinafter provided, no minor under
9 16 years of age shall be employed, permitted, or allowed to
10 work in any gainful occupation mentioned in Section 1 of this
11 Act for more than 6 consecutive days in any one week, or
12 more than 48 hours in any one week, or more than 8 hours in
13 any one day, or be so employed, permitted or allowed to work
14 between 7 p.m. and 7 a.m. during the scheduled school year of
15 the public school district in which the minor resides, from
16 Labor Day until June 1 or between 10 9 p.m. and 7 a.m. during
17 that school district's summer vacation, or if the school
18 district operates on a 12 month basis, the period during
19 which school is not in session for the minor from June 1
20 until Labor Day.
21 The hours of work of minors under the age of 16 years
22 employed outside of school hours shall not exceed 3 a day on
23 days when school is in session, nor shall the combined hours
24 of work outside and in school exceed a total of 8 a day;
25 except that a minor under the age of 16 may work both
26 Saturday and Sunday for not more than 8 hours each day if the
27 following conditions are met: (1) the minor does not work
28 outside school more than 6 consecutive days in any one week,
29 and (2) the number of hours worked by the minor outside
30 school in any week does not exceed 24.
31 A minor 14 or more years of age who is employed in a

1 recreational or educational activity by a park district or
2 municipal parks and recreation department while school is in
3 session may work up to 3 hours per school day twice a week no
4 later than 9 p.m. if the number of hours worked by the minor
5 outside school in any week does not exceed 24 or between 10
6 p.m. and 7 a.m. during that school district's summer
7 vacation, or if the school district operates on a 12 month
8 basis, the period during which school is not in session for
9 the minor.

12 Sec. 7. No minor under 16 years of age shall be
13 employed, permitted or allowed to work:
14 1. In, about or in connection with any public messenger
15 or delivery service, bowling alley, pool room, billiard room,
16 skating rink, exhibition park or place of amusement, garage,
17 or as a bell-boy in any hotel or rooming house or about or in
18 connection with power-driven machinery; except this
19 subsection shall not apply to ice skating rinks owned and
20 operated by a school or unit of local government;
21 2. In the oiling, cleaning or wiping of machinery or
22 shafting;
23 3. In or about any mine or quarry; provided that office
24 and messenger and other non-hazardous employment shall not be
25 prohibited by this Act;
26 4. In stone cutting or polishing;
27 5. In or about any hazardous factory work;
28 6. In or about any plant manufacturing explosives or
29 articles containing explosive components, or in the use or
30 transportation of same; provided that office and messenger
31 and other non-hazardous employment shall not be prohibited by
32 this Act;
33 7. In or about plants manufacturing iron or steel, ore

1 reduction works, smelters, foundries, forging shops, hot
2 rolling mills or any other place in which the heating,
3 melting, or heat treatment of metals is carried on; provided
4 that office and messenger and other non-hazardous employment
5 shall not be prohibited by this Act;
6 8. In the operation of machinery used in the cold
7 rolling of heavy metal stock, or in the operation of
8 power-driven punching, shearing, stamping, or metal plate
9 bending machines;
10 9. In or about sawmills or lath, shingle, or
11 cooperage-stock mills; provided that office and messenger and
12 other non-hazardous employment shall not be prohibited by
13 this Act;
14 10. In the operation of power-driven woodworking
15 machines, or off-bearing from circular saws;
16 11. In the operation of freight elevators or hoisting
17 machines and cranes;
18 12. In spray painting or in occupations involving
19 exposure to lead or its compounds or to dangerous or
20 poisonous dyes or chemicals;
21 13. In any place or establishment in which intoxicating
22 alcoholic liquors are served or sold for consumption on the
23 premises, or in which such liquors are manufactured or
24 bottled, except as follows: ; provided that
25 (A) bus-boy and kitchen employment, not otherwise
26 prohibited, when in connection with the service of meals
27 at any private club, fraternal organization or veteran's
28 organization shall not be prohibited by this subsection;
29 (B) this subsection 13 does not apply to employment
30 that is performed on property owned or operated by a park
31 district, as defined in subsection (a) of Section 1-3 of
32 the Park District Code, if the employment is not
33 otherwise prohibited by law;
34 14. In oil refineries, gasoline blending plants, or

1 pumping stations on oil transmission lines;
2 15. In the operation of laundry, dry cleaning, or dyeing
3 machinery;
4 16. In occupations involving exposure to radioactive
5 substances;
6 17. In or about any filling station or service station;
7 18. In construction work, including demolition and
8 repair;
9 19. In roofing operations;
10 20. In excavating operations;
11 21. In logging operations;
12 22. In public and private utilities and related
13 services;
14 23. In operations in or in connection with slaughtering,
15 meat packing, poultry processing, and fish and seafood
16 processing;
17 24. In operations which involve working on an elevated
18 surface, with or without use of equipment, including but not
19 limited to ladders and scaffolds;
20 25. In security positions or any occupations that
21 require the use or carrying of a firearm or other weapon; or
22 26. In occupations which involve the handling or storage
23 of blood, blood products, body fluids, or body tissues.
