New Act
Creates the Silver-Haired Legislature. Provides that
each member of the Senate and the House of Representatives
shall appoint one person who is at least 60 years of age to
serve in the Silver-Haired Legislature. Provides that
members shall serve without compensation or reimbursement for
expenses. Requires the President and the Minority Leader of
the Senate and the Speaker and the Minority Leader of the
House of Representatives each to appoint one member of the
General Assembly to serve on the Silver-Haired Commission.
Provides that the Commission shall have the responsibility
for organizing the Silver-Haired Legislature. Provides that
the Silver-Haired Legislature shall be bicameral and shall be
structured after the General Assembly. Requires the members
of the Silver-Haired Legislature to elect presiding officers
on the first day that it convenes.

1 AN ACT concerning senior citizens.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the
5 Silver-Haired Legislature Act.
6 Section 5. Creation. There is created a Silver-Haired
7 Legislature to advise the Governor and the General Assembly
8 on issues of concern to senior citizens and to make
9 recommendations for statutory changes.
10 Section 10. Membership. The Silver-Haired Legislature
11 shall be composed of 177 members. One member shall be
12 appointed by each member of the Senate and the House of
13 Representatives to represent that member's district. Members
14 must be 60 years of age or older to serve in the
15 Silver-Haired Legislature.
16 Section 15. Compensation. Members in the Silver-Haired
17 Legislature shall serve without compensation or reimbursement
18 of expenses.
19 Section 20. Commission. The President of the Senate,
20 the Minority Leader of the Senate, the Speaker of the House
21 of Representatives, and the Minority Leader of the House of
22 Representatives shall each appoint one member of the General
23 Assembly to serve on the Silver-Haired Commission. The
24 Commission shall have the responsibility of organizing the
25 Silver-Haired Legislature including, but not limited to,
26 determining times and dates when the Silver-Haired
27 Legislature shall convene and distributing those times and
28 dates to the members of the Silver-Haired Legislature,

1 providing members of the Silver-Haired Legislature with staff
2 and research support, and receiving appointment forms from
3 members.
4 Section 25. Procedure for appointment. The members of
5 the House of Representatives and the Senate shall appoint
6 their members to the Silver-Haired Legislature by May 30 of
7 each odd-numbered year. The appointed members shall serve a
8 one-year term. Members may be appointed for more than one
9 term. The General Assembly member shall certify to the
10 Commission the name, telephone number, and age of his or her
11 appointees.
12 Section 30. Format.
13 (a) The Silver-Haired Legislature shall be a bicameral
14 Legislature with members appointed by the Senate to serve in
15 one house and members appointed by the House of
16 Representatives to serve in another. The Silver-Haired
17 Legislature shall be modeled after the Illinois General
18 Assembly in structure and format. The Silver-Haired
19 Legislature may establish committees by its own rules and
20 procedures.
21 (b) The Silver-Haired Legislature shall elect the
22 presiding officers in each house on the first day that it
23 convenes. The presiding officers shall work with the
24 Commission to adopt by-laws and procedures to govern the
25 Silver-Haired Legislature's internal operations.
