Amends the University of Illinois Act. Requires the
Board of Trustees of the University of Illinois to award 40
scholarships (for 2 years of undergraduate enrollment without
payment of tuition and fees) to persons who have resided for
a 2 year period preceding their application for a scholarship
in the Lower West, South Lawndale, or Near West Side
communities of Chicago. Requires the Board to promulgate
regulations governing the application for and award of
scholarships and for administration of the scholarship
program. Effective immediately.

1 AN ACT to amend the University of Illinois Act by adding
2 Section 9.5.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The University of Illinois Act is amended by
6 adding Section 9.5 as follows:
7 (110 ILCS 305/9.5 new)
8 Sec. 9.5. Chicago community scholarships. The Board of
9 Trustees of the University of Illinois, beginning with the
10 1997 academic year, shall annually award 40 scholarships to
11 persons of low to moderate income who, at the time they apply
12 for a scholarship under this Section, have resided for not
13 less than the immediately preceding 24 months in the Lower
14 West, South Lawndale, or Near West Side communities of the
15 City of Chicago.
16 Each scholarship shall be awarded for use only at the
17 Chicago campus of the University of Illinois and shall
18 entitle the recipient to receive, over a period of 2
19 consecutive years and without a charge for tuition or fees, 4
20 semesters or 3 quarters of full-time undergraduate enrollment
21 in any of the departments maintained by the University at its
22 Chicago campus.
23 All applications for scholarships to be awarded under
24 this Section shall be made to the Board of Trustees of the
25 University of Illinois on forms which it shall provide and in
26 accordance with regulations that the Board shall promulgate
27 for purposes of administering this Section. The regulations
28 shall include criteria (i) for determining if an applicant is
29 a person of low to moderate income, and (ii) for determining
30 competitive academic criteria and financial need priority for
31 use in awarding scholarships when the number of eligible

1 applicants exceeds the number of scholarships authorized to
2 be awarded in an academic year.
3 Scholarship recipients shall possess the educational
4 qualifications required for the admission of students
5 generally to the University and shall conform in all other
6 respects to the rules and regulations established by the
7 University for the governance of its students.
8 Section 99. Effective date. This Act takes effect upon
9 becoming law.
