1 AMENDMENT TO SENATE BILL 1306
2 AMENDMENT NO. . Amend Senate Bill 1306 on page 1,
3 lines 2 and 6, before "adding" each time it appears, by
4 inserting "changing Section 11-17 and"; and
5 on page 1, below line 6, by inserting the following:
6 "(70 ILCS 2605/11.17) (from Ch. 42, par. 331.17)
7 Sec. 11.17. Powers of purchasing agent. The purchasing
8 agent shall: (a) adopt, promulgate and from time to time
9 revise rules and regulations for the proper conduct of his
10 office; (b) constitute the agent of the sanitary district in
11 contracting for labor, materials, services, or work, the
12 purchase, lease or sale of personal property, materials,
13 equipment or supplies in conformity with this Act; (c) open
14 all sealed bids; (d) determine the lowest or highest
15 responsible bidder, as the case may be; (e) enforce written
16 specifications describing standards established pursuant to
17 this Act; (f) operate or require such physical, chemical or
18 other tests as may be necessary to insure conformity to such
19 specifications with respect to quality of materials; (g)
20 exercise or require such control as may be necessary to
21 insure conformity to contract provisions with respect to
22 quantity; (h) distribute or cause to be distributed, to the

1 various requisitioning agencies of such sanitary district
2 such supplies, materials or equipment, as may be purchased by
3 him; (i) transfer materials, supplies, and equipment to or
4 between the various requisitioning agencies and to trade in,
5 sell, donate, or dispose of any such materials, supplies, or
6 equipment that as may become surplus, obsolete, or unusable;
7 except that materials, supplies, and equipment may be donated
8 only to not-for-profit institutions; (j) control and maintain
9 adequate inventories and inventory records of all stocks of
10 materials, supplies and equipment of common usage contained
11 in any central or principal storeroom, stockyard or warehouse
12 of the sanitary district; (k) assume such related activities
13 as may be assigned to him from time to time by the board of
14 trustees; and (m) submit to the board of trustees an annual
15 report describing the activities of his office. The report
16 shall be placed upon the official records of the sanitary
17 district or given comparable public distribution.
