      30 ILCS 105/5.480 new
          Amends the Illinois Building Commission Act and the State
      Finance  Act  to  create  the  Illinois  Building  Commission
      Revolving Fund.  Provides  that  the  Commission  may  accept
      fees,  donations, and any other sources of income for deposit
      into the Fund.  Provides that moneys in the Fund may be used,
      subject  to  appropriation,  for  the   operations   of   the
      Commission.  Effective immediately.

 1        AN ACT concerning the Illinois Building Commission.
 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:
 4        Section  5.  The  Illinois  Building  Commission  Act  is
 5    amended by adding Section 50 as follows:
 6        (20 ILCS 3918/50 new)
 7        Sec. 50.   The  Illinois  Building  Commission  Revolving
 8    Fund.   The  Illinois  Building  Commission Revolving Fund is
 9    created  in  the  State  treasury.   The  Illinois   Building
10    Commission  may  establish  fees  for  services  provided  in
11    fulfilling its mandate under this Act.  All fees collected by
12    the  Commission shall be deposited into the Illinois Building
13    Commission Revolving Fund.  The Commission  may  also  accept
14    donations  or  monies  from any other source for deposit into
15    this fund.  All interest accrued on the fees,  donations  and
16    other  deposits to the Illinois Building Commission Revolving
17    Fund shall be deposited into the fund.   All  monies  in  the
18    Illinois  Building  Commission  Revolving  Fund  may be used,
19    subject to appropriation by the Illinois General Assembly, to
20    carry out the activities  of the Act, including the  expenses
21    of the Illinois Building Commission, a clearinghouse on State
22    building  requirements, or other purposes consistent with the
23    Act.
24        Section 10.  The State Finance Act is amended  by  adding
25    Section 5.480 as follows:

27        Sec.  5.480.  The  Illinois Building Commission Revolving
28    Fund.

 1        Section 99.  Effective date.  This Act takes effect  upon
 2    becoming law.
