Amends the General State Aid Continuing Appropriation
Law. Makes that Law, which currently applies only to fiscal
years 1999 through 2001, applicable to fiscal year 1999 and
each fiscal year thereafter. Also repeals a provision of
that Law that provides for the Law's repeal on June 30, 2001.
Effective July 1, 1998.

1 AN ACT to amend the General State Aid Continuing
2 Appropriation Law by changing Sections 15-10, 15-15, and
3 15-20 and repealing Section 15-25.
4 Be it enacted by the People of the State of Illinois,
5 represented in the General Assembly:
6 Section 5. The General State Aid Continuing
7 Appropriation Law is amended by changing Sections 15-10,
8 15-15, and 15-20 as follows:

11 Sec. 15-10. Annual budget; recommendation. The Governor
12 shall include a Common School Fund recommendation to the
13 State Board of Education in the fiscal year 1999 through 2001
14 annual Budget and in the annual Budget for each fiscal year
15 thereafter Budgets sufficient to fund the General State Aid
16 Formula set forth in Subsection E (Computation of General
17 State Aid) and Subsection H (Supplemental General State Aid)
18 of Section 18-8.05 of the School Code.

23 General Assembly shall annually make Common School Fund
24 appropriations to the State Board of Education in fiscal year
25 years 1999 and in each fiscal year thereafter through 2001
26 sufficient to fund the General State Aid Formula set forth in
27 Subsection E (Computation of General State Aid) and
28 Subsection H (Supplemental General State Aid) of Section
29 18-8.05 of the School Code.

3 Sec. 15-20. Continuing appropriation. If the General
4 Assembly fails to make Common School Fund appropriations to
5 the State Board of Education in fiscal year years 1999 and in
6 each fiscal year thereafter through 2001 sufficient to fund
7 the General State Aid Formula set forth in Subsection E
8 (Computation of General State Aid) and Subsection H
9 (Supplemental General State Aid) of Section 18-8.05 of the
10 School Code, this Article shall constitute an irrevocable and
11 continuing appropriation from the Common School Fund of all
12 amounts necessary for that purpose.

15 Section 10. The General State Aid Continuing
16 Appropriation Law is amended by repealing Section 15-25.
17 Section 99. Effective date. This Act takes effect July
18 1, 1998.
