Amends the Public Utilities Act. Requires public
utilities to include in their January or February billing
statements a notice to customers concerning the availability
of the federal earned income tax credit. Effective January
1, 1999.

1 AN ACT to amend the Public Utilities Act by adding
2 Section 8-306.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Public Utilities Act is amended by adding
6 Section 8-306 as follows:
7 (220 ILCS 5/8-306 new)
8 Sec. 8-306. Earned income tax credit; notice. Beginning
9 in 1999 and in each year thereafter, a public utility must
10 include in its billing statement for the month of January or
11 February a notice informing customers about the availability
12 and eligibility requirements for the federal earned income
13 tax credit. The notice must comply with the requirements of
14 Section 20 of the Earned Income Tax Credit Information Act
15 and shall include a telephone number that can be called to
16 obtain additional information about the earned income tax
17 credit.
18 Section 99. Effective date. This Act takes effect on
19 January 1, 1999.
