1 SENATE JOINT RESOLUTION
2 WHEREAS, It is projected that carbon dioxide
3 concentrations in the atmosphere may double during the 21st
4 century and that this increase could lead to rapid change in
5 the world's climate; and
6 WHEREAS, Any global climate change could represent a
7 major environmental issue in the State because that change
8 could severely impact our natural systems, particularly water
9 resources, as well as all sectors of the Illinois economy;
10 and
11 WHEREAS, Illinois, as a significant emitter of greenhouse
12 gases, has a major stake in national policy and regulation
13 regarding these trace gases and must act to assure that
14 equitable and appropriate policies are established; and
15 WHEREAS, Illinois needs to develop greater understanding
16 of the environmental, economic, and social implications of
17 climate change, ways to adapt to climate change, and
18 preventive measures; and
19 WHEREAS, Global climate change and energy policy are
20 inseparable issues, and the long-term nature of the situation
21 provides an opportunity for Illinois industry to develop and
22 produce new technologies to reduce trace gas emissions, to
23 find substitutes for harmful products, and to prepare
24 Illinois to function in an altered climate; and
25 WHEREAS, The Illinois State Water Survey has been
26 involved with climate research and monitoring for more than
27 three decades and has collected climate and water resource
28 data since the turn of the century; therefore, be it
29 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
30 OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
31 CONCURRING HEREIN, that the Task Force on Global Climate

1 Change within the Department of Natural Resources continue to
2 monitor national policy and to study and make recommendations
3 for State climate change policies and programs and their
4 implementation; and be it further
5 RESOLVED, That the Task Force be composed of 20 members
6 as follows: one member designated by the Director of Natural
7 Resources, to serve as Chair; 5 agency representatives with
8 one designated by the Director of Agriculture, the Director
9 of Commerce and Community Affairs, the Director of the
10 Environmental Protection Agency, the Director of Natural
11 Resources, and the Secretary of Transportation, respectively;
12 3 members of the State Senate, 2 appointed by the President
13 of the Senate and one appointed by the Senate Minority
14 Leader; 3 members of the House of Representatives, 2
15 appointed by the Speaker of the House of Representatives and
16 one appointed by the House Minority Leader; and 8 public
17 members appointed by the Governor and representing business,
18 agriculture, urban areas, academic institutions,
19 environmental organizations, and other private institutions
20 and organizations; and be it further
21 RESOLVED, That we respectfully request the Department of
22 Natural Resources to provide any necessary technical and
23 administrative support that the Task Force may require; and
24 be it further
25 RESOLVED, That the Task Force report to the General
26 Assembly and the Governor's Science Advisory Committee on its
27 further findings and recommendations by December 31, 1998;
28 and be it further
29 RESOLVED, That the Illinois State Water Survey, a
30 division of the Department of Natural Resources, continue to
31 serve as the State's center for scientific research and
32 information relating to global climate change; and be it

2 RESOLVED, That a suitable copy of this resolution be
3 provided to the Director of Natural Resources.
