1 SENATE JOINT RESOLUTION
2 WHEREAS, the Illinois General Assembly is faced each year
3 with the difficult task of balancing the demand for State
4 services with available tax revenues; and
5 WHEREAS, this task is invariably subjected to the
6 different personalities and political agendas of each
7 individual legislative session; and
8 WHEREAS, the approach to taxes in Illinois has been
9 piecemeal with increases in some fees or tax rates offset by
10 exemptions in others; and
11 WHEREAS, the State tax system should establish a
12 favorable tax climate for homeowners and businesses alike;
13 and
14 WHEREAS, the General Assembly did hold Statewide hearings
15 in 1993 pursuant to Senate Resolution 232, which called for a
16 comprehensive study of the State's tax system; and
17 WHEREAS, the General Assembly took a landmark step after
18 a long deliberative process with the enactment of Public Act
19 88-660, which created an automatic five-year sunset for all
20 tax credits, exemptions, and deductions enacted after the
21 effective date of the Act; and
22 WHEREAS, it is also necessary to look at those tax
23 credits, exemptions, and deductions already in place and
24 examine whether they indeed serve their originally intended
25 purposes; and
26 WHEREAS, it is impossible to resolve the critical issue
27 of school funding without first putting the State's fiscal
28 house in order; and
29 WHEREAS, there is no place for partisanship when it comes
30 to the responsible stewardship of the resources placed in our

1 trust by the citizens of the State of Illinois; therefore be
2 it
3 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
4 OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5 CONCURRING HEREIN, that there is created the Corporate
6 Subsidy Reform Commission consisting of 5 members of the
7 Senate, 3 to be appointed by the President of the Senate and
8 2 to be appointed by the Minority Leader of the Senate, and 5
9 members of the House of Representatives, 3 to be appointed by
10 the Speaker of the House and 2 to be appointed by the
11 Minority Leader of the House; and be it further
12 RESOLVED, that the President of the Senate and the
13 Speaker of the House shall each designate one of their
14 appointed members to serve as co-chairperson of the
15 Commission; and be it further
16 RESOLVED, That the Commission shall have the authority to
17 hold hearings and take oral and written testimony; and be it
18 further
19 RESOLVED, that the Commission shall review all tax
20 expenditures by the State and submit a written report to the
21 General Assembly specifying the tax expenditures that should
22 be repealed, modified, or continued by February 1, 1998; and
23 that upon filing its report the Commission is dissolved.
