1 SENATE JOINT RESOLUTION
2 WHEREAS, Law enforcement accreditation promotes the
3 development and maintenance of reliable law enforcement
4 practices, assuring quality law enforcement services; and
5 WHEREAS, Accreditation requires an in-depth review of
6 every aspect of a law enforcement agency's organization,
7 management, operations, and administration, including the
8 establishment of agency goals and objectives, the
9 reevaluation of how agency resources are being utilized, and
10 the reevaluation of agency policies and procedures; and
11 WHEREAS, Law enforcement accreditation also provides an
12 agency with an opportunity to correct deficiencies before
13 they become public problems; and
14 WHEREAS, The standards of law enforcement accreditation
15 provide neutral guidelines for developing strong budget
16 justification and provide norms against which agency
17 performance can be measured; and
18 WHEREAS, Accreditation also provides law enforcement
19 agencies with a continuing flow of information relative to
20 exemplary policies and procedures and provides recognition
21 that the agency's managerial and operational policies and
22 procedures are in accord with quality standards; and
23 WHEREAS, Accreditation assures that agency policies and
24 procedures are in written format and available to all
25 personnel and assures agency personnel that all aspects of
26 the personnel process meet quality standards and are fair and
27 equitable; and
28 WHEREAS, Accreditation also enhances the morale of law
29 enforcement agency personnel by building confidence in the
30 effectiveness and efficiency of their department; and

1 WHEREAS, Law enforcement accreditation promotes
2 relationships with other criminal justice agencies and
3 requires mutual assistance among police agencies; and
4 WHEREAS, Law enforcement accreditation promotes
5 standardization of operational policies which, in turn,
6 increases efficiency in handling calls for assistance,
7 referrals, and joint investigations, and also requires
8 participation in statewide radio, fingerprint, criminal
9 information, and crime reporting systems; and
10 WHEREAS, Accreditation provides objective measures in
11 justifying decisions relative to budget requests and
12 personnel policies and provides assurance that the law
13 enforcement agency is delivering a high level of service to
14 its citizens; and
15 WHEREAS, Law enforcement accreditation also reduces the
16 likelihood of vicarious liability law suits being
17 successfully pursued against the agency, thereby saving
18 public money; and
19 WHEREAS, Accreditation demonstrates the commitment of the
20 agency to professionalism and enhances community
21 understanding of the agency's role, as well as its goals and
22 objectives; and
23 WHEREAS, Law enforcement accreditation also assures
24 members of the community that their law enforcement agency is
25 committed to providing the highest quality service and
26 commits the agency to a broad range of programs that directly
27 benefit the public; and
28 WHEREAS, Because of the numerous benefits of law
29 enforcement accreditation enumerated in this resolution;
30 therefore, be it
31 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY

1 OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
2 CONCURRING HEREIN, that we respectfully support the law
3 enforcement accreditation process; and be it further
4 RESOLVED, That suitable copies of this resolution be
5 delivered to each of the Illinois agencies receiving
6 accredited status from the Commission on Accreditation for
7 Law Enforcement Agencies, Inc., and to the Illinois Police
8 Accreditation Coalition.
