1 SENATE JOINT RESOLUTION
2 WHEREAS, The Internal Revenue Code is beyond repair; and
3 WHEREAS, The American people feel the Code is the core of
4 the distrust of government; and
5 WHEREAS, The current Code is 7,000,000 words, compared to
6 Lincoln's Gettysburg Address of 269 words and the Declaration
7 of Independence of 1,337 words; and
8 WHEREAS, The Internal Revenue Service's "simplest"
9 return, the EZForm 1040, has 33 pages of instructions, and
10 the Form 1040 has 76 pages of instructions; and
11 WHEREAS, Individual taxpayers will spend 1.7 billion
12 hours and American business will spend 3.4 billion hours each
13 year simply trying to comply with the Code, an amount
14 equivalent to a "staff" of 3,000,000 people working full
15 time, year around, just on taxes; and
16 WHEREAS, Taxes are too high and the many steps to lower
17 taxes by modifying the existing Code only make it longer and
18 more confusing; and
19 WHEREAS, This proposal embodies a prudent method and
20 adequate time for developing a new Code; therefore, be it
21 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
22 OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
23 CONCURRING HEREIN, that the General Assembly request of the
24 Congress of the United States enactment of legislation which
25 will abolish the Code by December 31, 2000, and replace it
26 with a new method of taxation which in essence will lower
27 taxes to create job opportunities, foster growth by
28 encouraging work and savings, be fair for all taxpayers, be
29 simple enough for all taxpayers to understand, be neutral
30 allowing people and not government to make choices, be

1 visible, so people know the cost of government, and be
2 stable, so people can plan for the future; and be it further
3 RESOLVED, That copies of this resolution be sent to the
4 President of the United States Senate and the Speaker of the
5 House of Representatives of the United States, to the
6 Congressional delegation from Illinois, and to legislatures
7 from each of the states, attesting to the adoption of this
8 resolution.
