Proposes to amend the Judiciary Article of the Illinois
Constitution to provide for the division by law of the First
Judicial District into 3 subdistricts of substantially equal
population, each of which shall be compact and contiguous,
for the election of Supreme Court Judges. Effective upon
approval by the electors and applies to the election of
Supreme Court Judges on and after the 2000 general election.

3 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
4 OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5 CONCURRING HEREIN, that there shall be submitted to the
6 electors of the State for adoption or rejection at the
7 general election next occurring at least 6 months after the
8 adoption of this resolution a proposition to amend Sections 2
9 and 3 of Article VI of the Illinois Constitution as follows:

11 THE JUDICIARY

13 SECTION 2. JUDICIAL DISTRICTS
14 The State is divided into five Judicial Districts for the
15 selection of Supreme and Appellate Court Judges. The First
16 Judicial District consists of Cook County. The First Judicial
17 District is divided by law into 3 subdistricts of
18 substantially equal population, each of which shall be
19 compact and contiguous, for the selection of Supreme Court
20 Judges. The remainder of the State shall be divided by law
21 into four Judicial Districts of substantially equal
22 population, each of which shall be compact and composed of
23 contiguous counties.

26 SECTION 3. SUPREME COURT - ORGANIZATION
27 The Supreme Court shall consist of seven Judges. One
28 Judge Three shall be selected from each of the subdistricts
29 in the First Judicial District and one from each of the other
30 Judicial Districts. Four Judges constitute a quorum and the
31 concurrence of four is necessary for a decision. Supreme

1 Court Judges shall select a Chief Justice from their number
2 to serve for a term of three years.

4 SCHEDULE
5 This Constitutional Amendment takes effect upon approval
6 by the electors of this State and applies to the election of
7 Supreme Court Judges occurring on and after the 2000 general
8 election.
