1 SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened
3 to learn of the death of Edouard Woel; and
4 WHEREAS, Edouard Woel was born March 16, 1926; Mr. Woel
5 received his Bachelor of Science in Civil Engineering from
6 the Polytechnic School, University of Haiti in 1948, as well
7 as his Law Degree from the Faculty of Law, also at the
8 University of Haiti; in 1950 Mr. Woel received his Master of
9 Science degree from the University of Illinois; Edouard Woel
10 worked on Post-Graduate Research in Land and Water
11 Development at Oxford University in England from 1952 to
12 1953; and
13 WHEREAS, Edouard Woel was registered as a Professional
14 Engineer with the State of Illinois; he was a member of the
15 National Society of Professional Engineers, the Illinois
16 Society of Professional Engineers, and the Illinois
17 Association of Highway Engineers; Mr. Woel could speak
18 several languages, including French, Spanish, Portuguese,
19 Indonesian, and some Arabic; and
20 WHEREAS, From 1950 to 1952, Edouard Woel worked in
21 Artibonite Valley, in Haiti, where he was responsible for the
22 surveying, layout, and construction of irrigation and
23 drainage works, and mechanized land preparation; from 1954 to
24 1959 he continued his work in Haiti by supervising two major
25 agricultural projects; from 1959 to 1962 he worked with the
26 State Highway Division in Illinois where he was Resident
27 Engineer; and
28 WHEREAS, Edouard Woel's career continued to take him out
29 of the country; from 1964 to 1969 he worked for the Harza
30 Engineering Company, managing a project in Guinea, that was
31 funded by the United Nations; his work continued in
32 Indonesia, Liberia, Madagascar, Libya, Saudi Arabia, and

1 Fiji, all under the funding of the United Nations; through
2 his work as Project Leader and Principal Engineer, many
3 agricultural projects, including flood prevention programs,
4 irrigation programs, and soil conservation programs were
5 completed for these countries; and
6 WHEREAS, Edouard Woel is survived by his loving wife,
7 Monique Woel, of Northbrook, Illinois; his daughters, Dr.
8 Minou W. Colis, Dominique Reed, and Nadine Woel; therefore,
9 be it
10 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
11 OF THE STATE OF ILLINOIS, that we mourn, along with his
12 family and friends, Edouard Woel, and we honor his long and
13 labored career of serving others; and be it further
14 RESOLVED, That a suitable copy of this resolution be
15 presented to the family of Edouard Woel, along with our
16 sincere condolences.
