1 SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened
3 to learn of the death of Joseph Sieb, Mayor of the Village of
4 Norridge, Illinois; and
5 WHEREAS, Joseph Sieb was the Founder of the Village of
6 Norridge, after moving to the area in 1941; in 1948 the area
7 was mainly farmland, with no sewer systems or street lights;
8 in 1951 he was elected to serve as Trustee, having served
9 previously as the Village's Building Commissioner; upon the
10 resignation of the first Village President, Mr. Sieb was
11 appointed to fill the position; on November 14, 1951 he began
12 his career as Village President, serving in that position
13 until his death; and
14 WHEREAS, Joseph Sieb set a record in the State of
15 Illinois as the longest serving head of a municipality; on
16 the day he passed away, June 23, 1998, he had served 46 years
17 and 222 days as Village President, or Mayor; in the role of
18 Village President, Mr. Sieb built Norridge up from 1/2 square
19 mile to over 2 square miles in area; since his first year in
20 office, Mr. Sieb had operated the Village with a balanced
21 budget each year; real estate taxes paid to Norridge are for
22 one bond issue supported through a referendum, with the
23 Village budget being based on sales tax revenue; and
24 WHEREAS, Mr. Sieb was Chairman of the Board of Henry
25 Newgard and Company, Contracting Electrical Engineers; for
26 over sixty years, Mr. Sieb was a proud member of the
27 International Brotherhood of Electrical Workers; and
28 WHEREAS, Mr. Sieb was a friend to both Chicago Mayors
29 Richard J. and Richard M. Daley; in 1957 he traveled with
30 Mayor Richard J. Daley to Springfield to successfully lobby
31 for the 1/2 cent Municipal Sales Tax; and

1 WHEREAS, President Sieb served as Past President of the
2 Leyden Norwood Municipal League; held active membership in
3 the West Central Municipal Conference; the West Central
4 Municipal Conference and the West Cook County Solid Waste
5 Agency recently honored President Sieb with the Jack B.
6 Williams Intergovernmental Achievement Award; he held
7 original membership in the O'Hare Noise Compatibility
8 Commission; he was a member of the Illinois Municipal League;
9 and he was the founder and first President of the Norridge
10 Youth Activities; and
11 WHEREAS, Mr. Sieb's wife, Estelle was known as the "day
12 mayor", based on her handling of the Village business while
13 her husband worked at Henry Newgard; she would work with
14 residents during the day, and then present her husband with
15 messages when he arrived home at the end of the day; Estelle
16 passed away in 1988; he is survived by his sons, Gene and
17 Bob, his six grandchildren, and three great-grandchildren;
18 therefore, be it
19 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
20 OF THE STATE OF ILLINOIS, that we mourn, along with his
21 family, friends, and the Village of Norridge, the death of
22 Village President and Mayor Joseph Sieb; and be it further
23 RESOLVED, That a suitable copy of this resolution be
24 presented to the family of Joseph Sieb.
