1 SENATE RESOLUTION
2 WHEREAS, The Illinois State Board of Education recently
3 issued standardized test questions for the 1998 Illinois
4 Goals Assessment Program; and
5 WHEREAS, The standardized tests designed for 11th grade
6 students contained several sexually-explicit questions; and
7 WHEREAS, These questions failed to mention abstinence as
8 one method by which the risk of sexually transmitted diseases
9 may be reduced or avoided; and
10 WHEREAS, The State Board of Education mailed the test
11 question to 61 high schools; and
12 WHEREAS, Many parents and community leaders have
13 expressed their concerns and reservations about the nature of
14 the questions contained in the test; therefore, be it
15 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
16 OF THE STATE OF ILLINOIS, That we direct the State School
17 Superintendent and the State Board of Education to
18 investigate the circumstances under which the 1998 Illinois
19 Goals Assessment Program standardized test for 11th grade
20 students were developed and issued to high schools; and be it
21 further
22 RESOLVED, That the State School Superintendent and the
23 State Board of Education are further directed to conduct an
24 internal study of the process by which test questions are
25 developed, including any oversight and review procedures, and
26 develop a plan designed to prevent the reoccurence of this
27 controversy; and be it further
28 RESOLVED, That the State School Superintendent and the
29 State Board of Education submit this plan as well as a report

1 of their findings and recommendations, to the Governor and
2 the General Assembly on or before January 1, 1999; and be it
3 further
4 RESOLVED, That copies of this preamble and resolution be
5 presented to the State School Superintendent and each member
6 of the State Board of Education.
