1 AMENDMENT TO HOUSE BILL 137
2 AMENDMENT NO. . Amend House Bill 137 by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The Liquor Control Act of 1934 is amended by
5 adding Section 6-9.1 as follows:
6 (235 ILCS 5/6-9.1 new)
7 Sec. 6-9.1. Deliveries to retail establishments.
8 (a) A distributor of wine or spirits shall deliver to
9 any retailer within any geographic area in which that
10 distributor has been granted by a wholesaler the right to
11 sell its trademark, brand, or name at least once every 2
12 weeks if (i) in the case of a retailer located in a county
13 with a population of at least 3,000,000 inhabitants or in a
14 county adjacent to a county with at least 3,000,000
15 inhabitants, the retailer agrees to purchase at least $200 of
16 wine or spirits from the distributor every 2 weeks; or (ii)
17 in the case of a retailer located in a county with a
18 population of less than 3,000,000 that is not adjacent to a
19 county with a population of at least 3,000,000 inhabitants,
20 the retailer agrees to purchase at least $50 of wine or
21 spirits from the distributor every 2 weeks.
22 (b) On January 1, 2002 and every 2 years thereafter, the

1 dollar amounts in items (i) and (ii) of subsection (a) shall
2 be increased or decreased by a percentage equal to the
3 percentage increase or decrease in the Consumer Price Index
4 during the previous 2 years according to the most recent
5 available data.".
