1 AN ACT to amend the Flag Display Act by changing Sections
2 1 and 2 and by adding Section 2a.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Flag Display Act is amended by changing
6 Sections 1 and 2 and by adding Section 2a as follows:
7 (5 ILCS 465/1) (from Ch. 1, par. 3301)
8 Sec. 1. Court houses. It shall be the duty of each
9 county board to provide United States national flags of not
10 less than four by eight feet in size and POW/MIA flags, to be
11 unfurled and kept floating from a suitable flag-staff to be
12 placed on the top of the court house in its respective
13 county, and it is hereby made the duty of the sheriff of each
14 and every county in the State to see that the flags flag so
15 provided shall be hoisted on their its flag-staff above the
16 court house and kept floating from eight o'clock a. m. to
17 five o'clock p. m. on each and every legal holiday of the
18 year, and on such other days as the county board may direct.
19 The POW/MIA flag must be flown below the United States
20 national flag.

23 Sec. 2. State institutions. The commissioners or
24 trustees of all penal and reformatory, State educational and
25 state charitable institutions of this State shall provide
26 United States national flags of not less than ten by twenty
27 feet in size and cause the same to be unfurled and kept
28 floating above the said penal and reformatory, State
29 educational and State charitable institutions or on a
30 suitable flag pole from eight o'clock a. m. to five o'clock

1 p. m. on each and every legal holiday in the year and on such
2 other days as the commissioners or trustees may determine.
3 In addition to the United States national flag, the POW/MIA
4 flag must be unfurled and kept floating above all State
5 penal, reformatory, and educational institutions or on a
6 suitable flag pole from 8 o'clock a.m. to 5 o'clock p.m. on
7 each and every legal holiday in the year and on any other
8 days the commissioners or trustees determine. The POW/MIA
9 flag must be flown below the United States national flag.

12 Sec. 2a. State buildings and facilities. A United
13 States national flag and a POW/MIA flag must be unfurled and
14 kept floating above each State building or facility or on a
15 suitable flag pole from 8 o'clock a.m. to 5 o'clock p.m. on
16 each and every legal holiday in the year and on any other
17 days that the Governor determines. The POW/MIA flag must be
18 flown below the United States national flag.
