1 AN ACT relating to public university tuition statements.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. Short title. This Act may be cited as the
5 Public University Tuition Statement Act.
6 Section 10. Definition. In this Act, "public
7 university" means and includes Chicago State University,
8 Eastern Illinois University, Governors State University,
9 Illinois State University, Northeastern Illinois University,
10 Northern Illinois University, Southern Illinois University,
11 Western Illinois University, the University of Illinois, and
12 any other public university established or authorized by the
13 General Assembly.
14 Section 15. Tuition statements. Each year, using data
15 from the preceding fiscal year, public universities shall
16 include as part of an undergraduate student's tuition bill or
17 other statement of tuition charges or as a separate
18 attachment to the bill or charge the following statement:
19 For Fiscal Year ....., the General Assembly and the
20 Governor authorized the aggregate amount of $..... to be
21 appropriated from the General Revenue Fund and the
22 Education Assistance Fund for operation of the State's
23 public universities. For Fiscal Year ....., each
24 resident undergraduate full-time public university
25 student received an average tuition subsidy of $.....
26 from the State of Illinois, which was applied to offset
27 the full cost of instruction.
28 The average resident tuition subsidy rate from the State for
29 each undergraduate resident full-time public university
30 student shall be determined annually by the Illinois Board of

1 Higher Education using the following formula: the average
2 total undergraduate instructional costs per full-time
3 equivalent undergraduate student at Illinois public
4 universities minus the average full-time undergraduate
5 resident tuition rate at Illinois public universities. For
6 the purposes of this calculation, a full time equivalent
7 undergraduate student shall be represented by 30
8 undergraduate hours taken in a fiscal year.
9 The Illinois Board of Higher Education shall provide the
10 calculation for the average tuition subsidy for the preceding
11 fiscal year to all public universities by March 1 of each
12 year.
13 Section 99. Effective date. This Act takes effect July
14 1, 1999.
