1 AN ACT to amend the School Code by changing Section
2 10-22.24a and adding Section 10-22.24b.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The School Code is amended by changing
6 Section 22.24a and adding Section 22.24b as follows:
7 (105 ILCS 5/10-22.24a) (from Ch. 122, par. 10-22.24a)
8 Sec. 10-22.24a. School counselor. To employ school
9 counselors certified as such by the State Teacher
10 Certification Board, and to supervise school counselor
11 interns enrolled in a school counseling program approved by
12 the State Teacher Certification Board. A school counselor is
13 a qualified guidance specialist who holds or is qualified for
14 an elementary, secondary, or special K-12 certificate issued
15 by the State Teacher Certification Board and a School Service
16 Personnel certificate endorsed in guidance issued by the
17 State Teacher Certification Board. Individuals who have
18 completed approved programs in other states may apply for a
19 School Service Personnel certificate endorsed in guidance if
20 a review of their credentials indicates that they hold or
21 qualify for an elementary, high school, or special
22 certificate in their own state.

25 Sec. 10-22.24b. School counseling services. School
26 counseling services in the public schools may be provided by
27 school counselors as defined in Section 10-22.24a. School
28 counseling services include but are not limited to: (1)
29 educational planning; (2) career development and counseling;

1 (3) college counseling; (4) developing and facilitating
2 anti-violence education or conflict resolution programs, or
3 both; (5) providing crisis intervention programs within the
4 school setting; (6) making appropriate referrals to outside
5 agencies; (7) interpreting achievement, career, and
6 vocational test information; (8) developing individual career
7 plans for all students; (9) providing individual and small
8 group counseling; (10) addressing the developmental needs of
9 students by designing curricula for classroom counseling and
10 guidance; (11) consulting and counseling with parents for the
11 academic, career, and personal success of their children;
12 (12) facilitating school to work transition programs; and
13 (13) supervising school counseling interns enrolled in school
14 counseling programs that meet the standards of the State
15 Board of Education. Nothing in this Section prohibits other
16 qualified professionals, including other certificated school
17 personnel, from providing those services listed in this
18 Section.
19 Section 99. Effective date. This Act takes effect upon
20 becoming law.
