1 AMENDMENT TO HOUSE BILL 809
2 AMENDMENT NO. . Amend House Bill 809, AS AMENDED, by
3 replacing the title with the following:
4 "AN ACT concerning vehicles."; and
5 by inserting after the enacting clause the following:
6 "Section 2. The State Finance Act is amended by changing
7 Section 6z-23 as follows:
8 (30 ILCS 105/6z-23) (from Ch. 127, par. 142z-23)
9 Sec. 6z-23. All monies received by the Secretary of
10 State pursuant to paragraph (f) of Section 2-119 of the
11 Illinois Vehicle Code shall be deposited in the
12 CDLIS/AAMVAnet Trust Fund. The money in this Fund shall only
13 be used by the Secretary of State to pay for (1) the
14 enrollment of commercial drivers into the Commercial Driver
15 License Information System (CDLIS), (2) network charges
16 assessed Illinois by AAMVAnet, Inc., for motor vehicle and
17 driver records data and information, and (3) expenses
18 (limited to equipment, maintenance, and software) related to
19 the testing of applicants for commercial driver's licenses
20 equipment to be used for the testing of applicants for
21 commercial driver's licenses and the maintenance of that

1 equipment.

3 in the introductory clause of Section 5, by replacing
4 "Section 12-815" with "Sections 3-626 and 12-815"; and
5 after the introductory clause of Section 5, by inserting the
6 following:
7 "(625 ILCS 5/3-626)
8 Sec. 3-626. Korean War Veteran license plates.
9 (a) In addition to any other special license plate, the
10 Secretary, upon receipt of all applicable fees and
11 applications made in the form prescribed by the Secretary of
12 State, may issue special registration plates designated as
13 Korean War Veteran license plates to residents of Illinois
14 who participated in the United States Armed Forces during the
15 Korean War. The special plate issued under this Section
16 shall be affixed only to passenger vehicles of the first
17 division, motor vehicles of the second division weighing not
18 more than 8,000 pounds, and recreational vehicles as defined
19 by Section 1-169 of this Code. Plates issued under this
20 Section shall expire according to the staggered multi-year
21 procedure established by Section 3-414.1 of this Code.
22 (b) The design, color, and format of the plates shall be
23 wholly within the discretion of the Secretary of State. The
24 Secretary may, in his or her discretion, allow the plates to
25 be issued as vanity plates or personalized in accordance with
26 Section 3-405.1 of this Code. The plates are not required to
27 designate "Land Of Lincoln", as prescribed in subsection (b)
28 of Section 3-412 of this Code. The Secretary shall prescribe
29 the eligibility requirements and, in his or her discretion,
30 shall approve and prescribe stickers or decals as provided
31 under Section 3-412.
32 (c) An applicant shall be charged a $15 fee for original

1 issuance in addition to the applicable registration fee. Of
2 this additional fee, $13 shall be deposited into the
3 Secretary of State Special License Plate Fund and $2 shall be
4 deposited into the Korean War Memorial Construction Fund.
5 For each registration renewal period, a $2 fee, in addition
6 to the appropriate registration fee, shall be charged and
7 shall be deposited into the Secretary of State Special
8 License Plate Fund.
9 (d) The Korean War Memorial Construction Fund is created
10 as a special fund in the State treasury. All moneys in the
11 Korean War Memorial Construction Fund shall, subject to
12 appropriation, be used by the Department of Veteran Affairs
13 to provide grants for construction of the Korean War Memorial
14 to be located at Oak Ridge Cemetery in Springfield, Illinois.
15 Upon the completion of the Memorial, the Department of
16 Veteran Affairs shall certify to the State Treasurer that the
17 construction of the Memorial has been completed. Upon the
18 certification by the Department of Veteran Affairs, the State
19 Treasurer shall transfer all moneys in the Fund and any
20 future deposits into the Fund into the Secretary of State
21 Special License Plate Fund.
22 (e) An individual who has been issued Korean War Veteran
23 license plates for a vehicle and who has claimed and received
24 a grant under the Senior Citizens and Disabled Persons
25 Property Tax Relief and Pharmaceutical Assistance Act shall
26 pay 50% of the original issuance and the regular annual fee
27 for the registration of the vehicle as provided in Section
28 3-806.3 of this Code in addition to the fees specified in
29 subsection (c) of this Section. The 50% reduction shall not
30 apply to the additional fee for the original issuance or the
31 additional fee for each renewal under subsection (c).
