1 AMENDMENT TO HOUSE BILL 819
2 AMENDMENT NO. . Amend House Bill 819 on page 1,
3 lines 2 and 6, by replacing "Section 7a" each time it appears
4 with "Sections 4.13 and 7a"; and
5 on page 1, by inserting below line 6 the following:
6 "(70 ILCS 2605/4.13) (from Ch. 42, par. 323.13)
7 Sec. 4.13. Exemptions from civil service. The following
8 offices and places of employment, insofar as there are or may
9 be such in the sanitary district, shall not be included
10 within the classified civil service: All elective officers,
11 the director of personnel, the clerk, treasurer, chief
12 engineer, attorney, general superintendent, chief of
13 maintenance and operation, purchasing agent, director of
14 research and development, director of information technology,
15 and secretary and administrative aide to the president of the
16 board of trustees, members of the civil service board and
17 special examiners appointed by the civil service board and
18 the secretaries to the officers and individual trustees, and
19 those employed for periods not exceeding 7 5 years under any
20 apprentice program, training program, or intern program
21 programs funded wholly or in part by grants from the State of
22 Illinois or the United States of America. Further,

1 apprentices in a sanitary district apprenticeship program for
2 the trades shall not be included within the classified civil
3 service. Entry into a sanitary district apprenticeship
4 program for the trades shall be by lottery. Graduates of a
5 sanitary district apprenticeship program for the trades shall
6 be given additional points, in an amount to be determined by
7 the Director of Personnel, on examinations for civil service
8 journeymen positions in the trades at the sanitary district.
