1 AN ACT to amend the Vocational Education Act by changing
2 Section 2.1.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Vocational Education Act is amended by
6 changing Section 2.1 as follows:
7 (105 ILCS 435/2.1) (from Ch. 122, par. 697.1)
8 Sec. 2.1. Gender Sex Equity Advisory Committee.
9 (a) The Superintendent of the State Board of Education
10 shall appoint a Gender 9 member Sex Equity Advisory Committee
11 of at least 9 members to advise and consult with the State
12 Board of Education and the gender vocational education sex
13 equity coordinator in all aspects relating to ensuring that
14 all students have equal educational opportunities to pursue
15 high wage, high skill occupations leading to economic
16 self-sufficiency of the coordinator's job description
17 pursuant to the Federal Vocational Education Law.
18 (b) Membership shall include without limitation be
19 composed of one regional gender sex equity coordinator, 2
20 State Board of Education employees who have expertise in the
21 areas of sex equity and single parent and homemaker
22 programming within the Department of Adult, Vocational and
23 Technical Education, the Department of Labor's Displaced
24 Homemaker Program Manager, and 5 citizen appointees who have,
25 2 with expertise in one or more of the following areas:
26 nontraditional training and placement, and one each with
27 expertise in the following areas: service delivery to single
28 parents, service delivery to displaced homemakers, and
29 service delivery to female teens, business and industry
30 experience, and Education-to-Careers experience. Membership
31 also may include employees from the Department of Commerce

1 and Community Affairs, the Department of Human Services, and
2 the Illinois Community College Board who have expertise in
3 one or more of the areas listed in this subsection (b) for
4 the citizen appointees. Appointments shall be made taking
5 into consideration expertise of services provided in
6 secondary, postsecondary and community based programs.
7 (c) Members shall initially be appointed to one year
8 terms commencing in January 1, 1990, and thereafter to two
9 year terms commencing on January 1 of each odd numbered year.
10 Vacancies shall be filled as prescribed in subsection (b) for
11 the remainder of the unexpired term.
12 (d) Each newly appointed committee shall elect a Chair
13 and Secretary from its members and the state vocational
14 education sex equity coordinator shall serve as Secretary.
15 Members shall serve without compensation, but shall be
16 reimbursed for expenses incurred in the performance of their
17 duties. The Committee shall meet at least bi-annually and at
18 other times at the call of the Chair or at the request of the
19 gender sex equity coordinator.
