1 AN ACT to amend the School Code by changing Section 1C-2.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The School Code is amended by changing
5 Section 1C-2 as follows:
6 (105 ILCS 5/1C-2)
7 Sec. 1C-2. Block grants.
8 (a) For fiscal year 1999, and each fiscal year
9 thereafter, the State Board of Education shall award to
10 school districts block grants as described in subsections (b)
11 and (c). The State Board of Education may adopt rules and
12 regulations necessary to implement this Section. In
13 accordance with Section 2-3.32, all state block grants are
14 subject to an audit. Therefore, block grant receipts and
15 block grant expenditures shall be recorded to the appropriate
16 fund code.
17 (b) A Professional Development Block Grant shall be
18 created by combining the existing School Improvement Block
19 Grant and the REI Initiative. Five percent of the money
20 appropriated in a fiscal year for Professional Development
21 Block Grants shall be used by the State Board of Education to
22 award grants to school districts to encourage them to explore
23 innovative programs for educating children with disabilities
24 in regular education settings. The remainder of these funds
25 shall be distributed to school districts based on the number
26 of full-time certified instructional staff employed in the
27 district.
28 (c) An Early Childhood Education Block Grant shall be
29 created by combining the following programs: Preschool
30 Education, Parental Training and Prevention Initiative.
31 These funds shall be distributed to school districts and

1 other entities on a competitive basis. Eight percent of this
2 grant shall be used to fund programs for children ages 0-3.

5 Section 99. Effective date. This Act takes effect July
6 1, 1999.
