1 AMENDMENT TO HOUSE BILL 1522
2 AMENDMENT NO. . Amend House Bill 1522 by replacing
3 the title with the following:
4 "AN ACT concerning higher education, amending named
5 Acts."; and
6 by replacing everything after the enacting clause with the
7 following:
8 "Section 5. The University of Illinois Act is amended by
9 changing Section 8 as follows:
10 (110 ILCS 305/8) (from Ch. 144, par. 29)
11 Sec. 8. Admissions.
12 (a) No student shall be admitted to instruction in any
13 of the departments of the University who shall not have
14 attained to the age of fifteen (15) years, and who shall not
15 previously undergo a satisfactory examination in each of the
16 branches ordinarily taught in the common schools of the
17 state.
18 (b) In addition, commencing in the fall of 1993, no new
19 student shall then or thereafter be admitted to instruction
20 in any of the departments or colleges of the University
21 unless such student also has satisfactorily completed:

1 (1) at least 15 units of high school coursework
2 from the following 5 categories:
3 (A) 4 years of English (emphasizing written
4 and oral communications and literature), of which up
5 to 2 years may be collegiate level instruction;
6 (B) 3 years of social studies (emphasizing
7 history and government);
8 (C) 3 years of mathematics (introductory
9 through advanced algebra, geometry, trigonometry, or
10 fundamentals of computer programming);
11 (D) 3 years of science (laboratory sciences);
12 and
13 (E) 2 years of electives in foreign language,
14 music, vocational education or art;
15 (2) except that institutions may admit individual
16 applicants if the institution determines through
17 assessment or through evaluation based on learning
18 outcomes of the coursework taken, including vocational
19 education courses and courses taken in a charter school
20 established under Article 27A of the School Code, that
21 the applicant demonstrates knowledge and skills
22 substantially equivalent to the knowledge and skills
23 expected to be acquired in the high school courses
24 required for admission. The Board of Trustees of the
25 University of Illinois shall not discriminate in the
26 University's admissions process against an applicant for
27 admission because of the applicant's enrollment in a
28 charter school established under Article 27A of the
29 School Code. Institutions may also admit 1) applicants
30 who did not have an opportunity to complete the minimum
31 college preparatory curriculum in high school, and 2)
32 educationally disadvantaged applicants who are admitted
33 to the formal organized special assistance programs that
34 are tailored to the needs of such students, providing

1 that in either case, the institution incorporates in the
2 applicant's baccalaureate curriculum courses or other
3 academic activities that compensate for course
4 deficiencies; and
5 (3) except that up to 3 of the 15 units of
6 coursework required by paragraph (1) of this subsection
7 may be distributed by deducting no more than one unit
8 each from the categories of social studies, mathematics,
9 sciences and electives and completing those 3 units in
10 any of the 5 categories of coursework described in
11 paragraph (1).
12 (c) When allocating funds, local boards of education
13 shall recognize their obligation to their students to offer
14 the coursework required by subsection (b).
15 (d) A student who has graduated from high school and has
16 scored within the University's accepted range on the ACT or
17 SAT shall not be required to take the high school level
18 General Educational Development (GED) Test as a prerequisite
19 to admission.

21 Section 10. The Southern Illinois University Management
22 Act is amended by changing Section 8e as follows:
23 (110 ILCS 520/8e) (from Ch. 144, par. 658e)
24 Sec. 8e. Admissions.

21 Southern Illinois University shall not discriminate in

17 by changing Section 5-85 as follows:

22 University unless such student also has satisfactorily
23 completed:

29 (B) 3 years of social studies (emphasizing

20 State University may also admit (i) applicants who did

15 by changing Section 3-17 as follows:

17 Sec. 3-17. The community college districts shall admit
18 all students qualified to complete any one of their programs
19 including general education, transfer, occupational,
20 technical, and terminal, as long as space for effective
21 instruction is available. After entry, the college shall
22 counsel and distribute the students among its programs
23 according to their interests and abilities. Students allowed
24 entry in college transfer programs must have ability and
25 competence similar to that possessed by students admitted to
26 state universities for similar programs. Entry level
27 competence to such college transfer programs may be achieved
28 through successful completion of other preparatory courses
29 offered by the college. If space is not available for all
30 students applying, the community college will accept those
31 best qualified, using rank in class and ability and
32 achievement tests as guides, and shall give preference to

1 students residing in the district unless the district has
2 entered into a contractual agreement for the mutual exchange
3 of students with another community college district, in which
4 case, equal enrollment preference may be granted to students
5 residing in such contracting districts.
6 A student who has graduated from high school and has
7 scored within the community college's accepted range on the
8 ACT or SAT shall not be required to take the high school
9 level General Educational Development (GED) Test as a
10 prerequisite to admission.
