1 AMENDMENT TO HOUSE BILL 1811
2 AMENDMENT NO. . Amend House Bill 1811, AS AMENDED,
3 by replacing the title with the following:
4 "AN ACT to amend the School Code by changing Sections
5 13A-5 and 13A-6."; and
6 by replacing everything after the enacting clause with the
7 following:
8 "Section 5. The School Code is amended by changing
9 Sections 13A-5 and 13A-6 as follows:
10 (105 ILCS 5/13A-5)
11 Sec. 13A-5. Alternative school program curriculum.
12 (a) The regional superintendent shall implement, or
13 contract with one or more school districts to implement, a
14 multi-disciplinary curriculum, which may include work-based
15 learning and community service work approved by the regional
16 superintendent of schools in consultation with the State
17 Board of Education for which academic credit is earned, for
18 the alternative school program designed to address the
19 individualized needs of the students of that program, with
20 special emphasis toward making the educational experience of
21 each student meaningful and worthwhile. In the design and

1 implementation of that curriculum, the regional
2 superintendent or school district shall give due
3 consideration to the rules and regulations adopted by the
4 State Board of Education for alternative schools and optional
5 education programs. The regional superintendent or school
6 district (i) may contract with third parties for any services
7 otherwise performed by employees and (ii) may apply for
8 waivers or modifications of mandates of this Code or of
9 administrative rules as provided in Section 2-3.25g of this
10 Code and as are necessary for the alternative school program.

12 (b) An administratively transferred student who
13 successfully completes the requirements for his or her high
14 school graduation shall receive a diploma identifying the
15 student as graduating from the transferring high school. In
16 the event the student is administratively transferred before
17 enrolling in a high school, then that student shall receive a
18 diploma from the high school the student would have attended
19 if the student had not attended an alternative school
20 program.

25 (a) The regional superintendent shall administer, or
26 contract with one or more school districts to administer,
27 alternative school programs located within the educational
28 service region. The regional superintendent or school
29 district (i) may contract with third parties for any services
30 otherwise performed by employees and (ii) may apply for
31 waivers or modifications of mandates of this Code or of
32 administrative rules as provided in Section 2-3.25g of this
33 Code and as are necessary for the alternative school program.

2 (b) The regional superintendent is responsible for the
3 administrative and fiscal structure for the program.

5 Section 99. Effective date. This Act takes effect upon
