1 AMENDMENT TO HOUSE BILL 1878
2 AMENDMENT NO. . Amend House Bill 1878 by replacing
3 the title with the following:
4 "AN ACT to amend the School Code by adding Section
5 2-3.11c."; and
6 by replacing everything after the enacting clause with the
7 following:
8 "Section 5. The School Code is amended by adding Section
9 2-3.11c as follows:
10 (105 ILCS 5/2-3.11c new)
11 Sec. 2-3.11c. After school program grant.
12 (a) From moneys appropriated for the purposes of this
13 Section, the State Board of Education shall provide after
14 school program grants to qualifying school districts for the
15 purpose of providing academic assistance at the end of the
16 regular day of instruction or on non-school days for students
17 and their families at school sites in the qualifying school
18 district.
19 (b) A school district qualifies and may apply for a
20 grant under this Section if the district contains one or more
21 schools in which at least two-fifths of the students at the

1 school fail to meet State academic standards as determined
2 under Section 2-3.64 of this Code.
3 (c) If a school district receives a grant under this
4 Section, all students who are enrolled at the school where
5 the after school program is administered may participate in
6 the after school program. The school district must submit to
7 the State Board of Education a detailed plan summarizing its
8 strategy for recruiting students to and retaining students in
9 the after school program who have failed to meet the academic
10 standards.
11 (d) The grants under this Section may be used without
12 limitation for the following purposes:
13 (1) homework assistance;
14 (2) supplemental educational and recreational
15 programs; and
16 (3) family-centered education programs at the
17 school site in the qualifying school district.
18 (e) A school district may administer an after school
19 program supported by a grant under this Section in any way
20 that it deems fit. However, the State Board of Education
21 shall strongly encourage the school district to establish
22 partnerships with not-for-profit organizations or businesses
23 for components of the after school program's administration
24 at each school site.
25 (f) All applications for grants under this Section shall
26 be made on forms that the State Board of Education shall
27 provide. An application shall be filed by the school
28 district with the State Board of Education before the start
29 of the after school program. The State Board of Education
30 shall adopt rules regarding the procedure by which
31 application may be made for the grants and shall establish
32 standards by which to evaluate the after school programs
33 supported by the grants. The State Board of Education may
34 adopt any other rules necessary to carry out its

1 responsibilities under this Section.
2 Section 99. Effective date. This Act takes effect upon
3 becoming law.".
