1 AN ACT to establish the Illinois Century Network.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the
5 Illinois Century Network Act.
6 Section 5. Legislative findings and declarations. The
7 General Assembly finds and declares:
8 (1) That computing and communications technologies
9 are essential for sustaining economic competitiveness and
10 fostering the educational vitality of this State.
11 (2) That there is an established need for a
12 telecommunications infrastructure that will provide
13 high-speed, reliable, and cost-effective digital
14 connections throughout the State.
15 (3) That a network is required that will deliver
16 educational programs, advanced training, and access to
17 the growing global wealth of information services to
18 citizens in all parts of this State.
19 Section 10. Illinois Century Network. The Illinois
20 Century Network shall be a high speed telecommunications
21 network that provides reliable communication links to and
22 among Illinois schools, institutions of higher education,
23 libraries, museums, research institutions, State agencies,
24 units of local government, and other local entities that
25 provide services to Illinois citizens. The Illinois Century
26 Network shall build on existing investments in networking
27 schools, colleges, and universities, avoid duplication of
28 future efforts, maintain sufficient capacity to meet the
29 requirements of the participating institutions, and stay
30 current with rapid developments in technology. The Illinois

1 Century Network shall be capable of delivering
2 state-of-the-art access to education, training, and
3 electronic information and shall provide access to networking
4 technologies for institutions located in even the most remote
5 areas of this State.
6 Section 15. Management of the Illinois Century Network.
7 Staffing and contractual services necessary to support the
8 network's activities shall be provided by the Board of Higher
9 Education, the Illinois Community College Board, the State
10 Board of Education, and other agencies as necessary or
11 warranted, using funds appropriated to these agencies for
12 this purpose.
13 Section 20. Illinois Century Network Policy Committee.
14 The Illinois Century Network Policy Committee shall set
15 general policies for the network. The Committee shall
16 consist of representatives from (i) the Office of the
17 Governor, appointed by the Governor, (ii) the Board of Higher
18 Education, appointed by the Board of Higher Education, (iii)
19 the Illinois Community College Board, appointed by the
20 Illinois Community College Board, (iv) the State Board of
21 Education, appointed by the State Board of Education, and (v)
22 other public and private partners as are necessary, appointed
23 by the Governor.
24 Section 99. Effective date. This Act takes effect July
25 1, 1999.
