1 AMENDMENT TO HOUSE BILL 2460
2 AMENDMENT NO. . Amend House Bill 2460, on page 1, by
3 inserting after line 3, the following:
4 "Section 1. The sum of $750,000, or so much thereof as
5 may be necessary, is appropriated from the General Revenue
6 Fund to the Department of Commerce and Community Affairs for
7 a grant to the City of East St. Louis to repair the Mary
8 Brown Community Center.
9 Section 2. The sum of $150,000, or so much thereof as
10 may be necessary, is appropriated from the General Revenue
11 Fund to the Department of Commerce and Community Affairs for
12 a grant to the East St. Louis Small Business Development
13 Center for all expenses related to planning to redevelop the
14 O'Neil Lumber Yard site in East St. Louis.
15 Section 3. The sum of $180,000, or so much thereof as
16 may be necessary, is appropriated from the General Revenue
17 Fund to the Department of Commerce and Community Affairs for
18 a grant to East St. Louis Area Development Authority for its
19 ordinary and contingent expenses.
20 Section 4. The sum of $100,000, or so much thereof as

1 may be necessary, is appropriated from the General Revenue
2 Fund to the Department of Commerce and Community Affairs for
3 a grant to the East St. Louis Small Business Development
4 Center to conduct a series of planning meetings that result
5 in a plan for a project for the Old Man River Syntegration
6 Project.
7 Section 5. The sum of $1,000,000, or so much thereof as
8 may be necessary, is appropriated from the General Revenue
9 Fund to the Department of Commerce and Community Affairs for
10 a grant to Calumet City for all costs associated with the
11 improvement of the Earth and Dike along the Little Italian
12 River.
13 Section 6. The sum of $400,000, or so much thereof as
14 may be necessary, is appropriated from the General Revenue
15 Fund to the Department of Commerce and Community Affairs for
16 a grant for all costs associated with the rehabilitation of a
17 site to serve EZRA Multi Service Center in the City of
18 Chicago, with funds earmarked for public health, public
19 safety, and ADA compliance.
20 Section 7. The sum of $200,000, or so much thereof as
21 may be necessary, is appropriated from the General Revenue
22 Fund to the Department of Commerce and Community Affairs for
23 a grant to the Institute for Cultural Affairs in the City of
24 Chicago for infrastructure improvements.
25 Section 8. The sum of $200,000, or so much thereof as
26 may be necessary, is appropriated from the General Revenue
27 Fund to the Illinois Arts Council for a grant for the Old
28 Town School of Folk Music for ordinary and contingent
29 expenses.

1 Section 9. The sum of $125,000, or so much thereof as
2 may be necessary, is appropriated from the General Revenue
3 Fund to the Department of Commerce and Community Affairs for
4 a continuation of the funding for the Illinois FIRST
5 Industrial Retention Program at the North Business and
6 Industrial Center.
7 Section 10. The sum of $100,000, or so much thereof as
8 may be necessary, is appropriated from the General Revenue
9 Fund to the Department of Commerce and Community Affairs for
10 a grant to the North Business and Industrial Center for all
11 costs associated with the Environmental Compliance Project.
12 Section 11. The sum of $50,000, or so much thereof as
13 may be necessary, is appropriated from the General Revenue
14 Fund to the Department of Commerce and Community Affairs for
15 a grant to the American Indian Health Center, Inc. for health
16 care and social services for American Indians in the
17 metropolitan area of Chicago.
18 Section 12. The sum of $200,000, or so much thereof as
19 may be necessary, is appropriated from the General Revenue
20 Fund to the Illinois Department of Natural Resources for
21 support efforts to eradicate the Asian Long-Horned Beetle
22 infestation and reforestation.
23 Section 13. The sum of $1,000,000, or so much thereof as
24 may be necessary, is appropriated from the General Revenue
25 Fund to the Department of Commerce and Community Affairs for
26 a grant to Memorial Park District for all costs associated
27 with the expansion and renovation of the Stevenson Building
28 in Stevenson Park of Chicago.
29 Section 14. The sum of $3,000,000, or so much thereof as

1 may be necessary, is appropriated from the General Revenue
2 Fund to the Department of Commerce and Community Affairs for
3 a grant to the Village of Maywood for all costs associated
4 with the First Avenue Reconstruction Plan.
5 Section 15. The sum of $500,000, or so much thereof as
6 may be necessary, is appropriated from the General Revenue
7 Fund to the Illinois Historic Preservation Agency for a grant
8 to the Historic Pullman Foundation for the operation and
9 stabilization of structures, planning and restoration of the
10 Hotel Florence Historic Site in Chicago.
11 Section 16. The sum of $1,400,000, or so much thereof as
12 may be necessary, is appropriated from the General Revenue
13 Fund to the Department of Commerce and Community Affairs for
14 the purpose of the Millennium project.
15 Section 17. The sum of $350,000, or so much thereof as
16 may be necessary, is appropriated from the General Revenue
17 Fund to the Arts Council for a grant to the Katherine Dunham
18 Centers for the Arts and Humanities for ordinary and
19 contingent expenses.
20 Section 18. The sum of $1,000,000, or so much thereof as
21 may be necessary, is appropriated from the General Revenue
22 Fund to the Department of Commerce and Community Affairs for
23 the purpose of establishing two branches of the Office of
24 Urban Assistance.
25 Section 19. The sum of $150,000, or so much thereof as
26 may be necessary, is appropriated from the General Revenue
27 Fund to the Department of Natural Resources for a grant to
28 the Kankakee River Conservancy District.

1 Section 20. The sum of $800,000, or so much thereof as
2 may be necessary, is appropriated from the General Revenue
3 Fund to the Department of Commerce and Community Affairs for
4 the Illinois African Trade Project for its start up expenses.
5 Section 21. The sum of $500,000, or so much thereof as
6 may be necessary, is appropriated from the General Revenue
7 Fund to the Illinois Environmental Protection Agency for a
8 grant to the City of Chicago for rodent control.
9 Section 22. The sum of $15,315,000, or so much thereof
10 as may be necessary, is appropriated from the General Revenue
11 Fund to the Department of Commerce and Community Affairs for
12 a grant to the Chicago Housing Authority for improvements to
13 the Chicago Housing Authority's City/State Properties.
14 Section 23. The sum of $3,500,000, or so much thereof as
15 may be necessary, is appropriated from the General Revenue
16 Fund to the Department of Commerce and Community Affairs for
17 a grant to McHenry County for all costs associated with the
18 planning, development, and design and construction of a
19 Juvenile Detention Center including land acquisition.
20 Section 24. The sum of $15,000,000, or so much thereof
21 as may be necessary, is appropriated from the General Revenue
22 Fund to the Department of Agriculture for the Illinois
23 Value-Added Agricultural Enhancement Grant Program Center
24 including land acquisition.
25 Section 25. The sum of $4,000,000, or so much thereof as
26 may be necessary, is appropriated from the General Revenue
27 Fund to the Department of Commerce and Community Affairs for
28 a grant the Village of Thomson for infrastructure needs
29 associated with the location of a new Department of

1 Corrections facility in Carol County.
2 Section 26. The sum of $1,000,000, or so much thereof as
3 may be necessary, is appropriated from the General Revenue
4 Fund to the Department of Agriculture for grants to the
5 Aquaculture Cooperative, to be used for the costs associated
6 with the operation of the Cooperative.
7 Section 27. The sum of $5,800,000, or so much thereof as
8 may be necessary, is appropriated from the General Revenue
9 Fund to the Department of Natural Resources for a grant to
10 McHenry County for the purpose of dredging Wonder Lake.
11 Section 28. The amount of $5,000,000, or so much of that
12 amount as may be necessary, is appropriated to the Department
13 of Natural Resources for a grant to the McHenry County
14 Conservation District for the purchase of land in McHenry
15 County east of Randall Road between Crystal Lake and
16 Lake-in-the Hills.
17 Section 29. The amount of $3,500,000, or so much of that
18 amount as may be necessary, is appropriated from the General
19 Revenue Fund to the Department of Commerce and Community
20 Affairs for a grant to McHenry County for all costs
21 associated with the planning, development, and design and
22 construction of a Juvenile Detention Center, including land
23 acquisition.".
