1 AN ACT to amend the Mental Health and Developmental
2 Disabilities Administrative Act by changing Section 50.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Mental Health and Developmental
6 Disabilities Administrative Act is amended by changing
7 Section 50 as follows:
8 (20 ILCS 1705/50) (from Ch. 91 1/2, par. 100-50)
9 Sec. 50. Annual plan. An annual plan shall set forth
10 the service and program plans of the Department. An annual
11 plan shall include:
12 (1) a record of the past year's performance in services
13 and programs;
14 (2) the current year's plans for services and programs;
15 and
16 (3) plans for services and programs for 2 succeeding
17 fiscal years.
18 The annual plan shall also include: needs assessment;
19 goals and objectives, with time-frames; and a description of
20 measures used to evaluate program effectiveness and
21 achievement of objectives.
22 An annual plan shall be coordinated with Federal planning
23 requirements, as well as with other State planning
24 activities, including those required by P.A. 79-1035 and the
25 "Community Mental Health Act of 1963", as amended; to the
26 extent possible, the plan shall use definitions and
27 classifications consistent with the Statewide planning
28 process so that the Department's plan can be coordinated with
29 State health plans on an annual basis. The Department shall
30 also coordinate its planning efforts with local and regional
31 mental health authorities. The plan shall delineate a

1 comprehensive integrated service system. The following
2 information shall be provided on a Statewide and a regional
3 basis:
4 The plan shall include any financial obligations or
5 arrangements entered into by the Department for service
6 delivery, including individual care grants, purchase of care,
7 and grant in aid, and the exercise of all other powers and
8 duties of the Department. It shall also include any research
9 programs and any time-limited pilot or experimental projects.
10 Plans for non-institutional services relating to recipients
11 of mental health and developmental disability services from
12 the Department shall be included, such as community-based
13 alternative living arrangements and other aftercare support
14 services for former residents, as well as intervention
15 programs for persons with a high risk of being
16 institutionalized. The rationale for selecting service
17 priorities shall be annotated. A plan shall also include
18 monitoring requirements and methods for client and program
19 evaluation.
20 The plan shall include a description of all State
21 operated facilities, their fiscal operations and plans for
22 accreditation. It shall also include a statement of the role
23 and function of existing or planned State facilities in the
24 delivery of mental health or developmental disability
25 services in the State and region where they are located, and
26 shall indicate: the classifications and levels of staffing;
27 types of disabilities or illnesses to be treated; historical
28 and current physical plant utilization data; and plans for
29 the development of or phase out of programs. To the extent
30 possible, the plan shall identify, describe and assess the
31 availability and utilization of non-State resources in the
32 planning, development and delivery of mental health and
33 developmental disability services. The plan shall include
34 any capital development, rehabilitation or conversion plans

1 for existing State facilities.
2 The plan shall include a family impact statement
3 indicating how the Department's actions have strengthened and
4 promoted stability within Illinois families.
