1 AMENDMENT TO HOUSE BILL 2896
2 AMENDMENT NO. . Amend House Bill 2896 by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The Illinois Athletic Trainers Practice Act
5 is amended by changing Section 3 as follows:
6 (225 ILCS 5/3) (from Ch. 111, par. 7603)
7 Sec. 3. Definitions. As used in this Act:
8 (1) "Department" means the Department of Professional
9 Regulation.
10 (2) "Director" means the Director of Professional
11 Regulation.
12 (3) "Board" means the Illinois Board of Athletic
13 Trainers appointed by the Director.
14 (4) "Licensed athletic trainer" means a person licensed
15 to practice athletic training as defined in this Act and with
16 the specific qualifications set forth in Section 9 of this
17 Act who, upon the direction of his or her team physician or
18 consulting physician, carries out the practice of
19 prevention/emergency care or physical reconditioning of
20 injuries incurred by athletes participating in an athletic
21 program conducted by an educational institution, professional
22 athletic organization, or sanctioned amateur athletic

1 organization employing the athletic trainer; or a person who,
2 under the direction of a physician, carries out comparable
3 functions for a health organization-based extramural program
4 of athletic training services for athletes. Specific duties
5 of the athletic trainer include but are not limited to:
6 (A)A. Supervision of the selection, fitting, and
7 maintenance of protective equipment;
8 (B)B. Provision of assistance to the coaching staff
9 in the development and implementation of conditioning
10 programs;
11 (C)C. Counseling of athletes on nutrition and
12 hygiene;
13 (D)D. Supervision of athletic training facility and
14 inspection of playing facilities;
15 (E)E. Selection and maintenance of athletic
16 training equipment and supplies;
17 (F)F. Instruction and supervision of student
18 trainer staff;
19 (G)G. Coordination with a team physician to
20 provide:
21 (i) pre-competition physical exam and health
22 history updates,
23 (ii) game coverage or phone access to a
24 physician or paramedic,
25 (iii) follow-up injury care,
26 (iv) reconditioning programs, and
27 (v) assistance on all matters pertaining to
28 the health and well-being of athletes.
29 (H)H. Provision of on-site injury care and
30 evaluation as well as appropriate transportation,
31 follow-up treatment and rehabilitation as necessary for
32 all injuries sustained by athletes in the program;
33 (I)I. With a physician, determination of when an
34 athlete may safely return to full participation

1 post-injury; and
2 (J)J. Maintenance of complete and accurate records
3 of all athletic injuries and treatments rendered.
4 To carry out these functions the athletic trainer is
5 authorized to utilize modalities such as heat, light, sound,
6 cold, electricity, exercise, or mechanical devices related to
7 care and reconditioning.
8 (5) "Referral" means the guidance or direction to the
9 athletic trainer given by the physician, who shall maintain
10 supervision of the athlete.
