1 AN ACT to amend the School Code by adding Section 18-8.6.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
5 18-8.6 as follows:
6 (105 ILCS 5/18-8.6 new)
7 Sec. 18-8.6. State grant for school construction
8 following consolidation or annexation or following creation
9 of cooperative high school. The Capital Development Board
10 shall make grants to eligible school districts that undertake
11 construction projects following the consolidation of school
12 districts under Article 7A, 11A, 11B, or 11D, the dissolution
13 and annexation of a school district under Article 7, or the
14 creation of a cooperative high school under Section
15 10-22.22c, provided that the consolidation, annexation, or
16 creation of a cooperative high school requires that school
17 construction, as defined in subsection (b) of Section 22-23,
18 be undertaken on a building that will serve between 500 and
19 1,000 high school students and no district involved formerly
20 operated a high school serving more than 500 students. In
21 order to be eligible for the grant, the construction project
22 must begin within 2 years after the effective date of the
23 consolidation, annexation, or creation of the cooperative
24 high school. An eligible district shall file an application
25 for the grant with the State Board of Education in a format
26 designated by the State Board of Education. The State Board
27 of Education shall certify the construction projects of
28 eligible districts to the Capital Development Board, which
29 shall, from a separate appropriation made for the purposes of
30 this Section, make grants to eligible districts in an amount
31 equal to 75% of the recognized project costs. Recognized

1 project costs shall be determined using the standards
2 developed under subsection (b) of Section 5-25 of the School
3 Construction Law.
4 Section 99. Effective date. This Act takes effect upon
5 becoming law.
