1 AMENDMENT TO HOUSE BILL 3535
2 AMENDMENT NO. . Amend House Bill 3535 by replacing
3 the title with the following:
4 "AN ACT concerning municipal assistance."; and
5 by replacing everything after the enacting clause with the
6 following:
7 "Section 5. The Department of Commerce and Community
8 Affairs Law of the Civil Administrative Code of Illinois is
9 amended by adding Section 605-455 as follows:
10 (20 ILCS 605/605-455 new)
11 Sec. 605-455. Office of Municipal Assistance.
12 (a) The Department must provide for, staff, and
13 administer an Office of Municipal Assistance. The Office
14 shall plan and coordinate existing State programs designed to
15 aid and stimulate the economic growth of depressed areas.
16 The Office must perform, but without limitation, the
17 following:
18 (1) Gather information concerning any State or
19 federal program that is designed to revitalize or assist
20 economically depressed areas in the State and provide
21 this information to public and private entities upon

1 request.
2 (2) Provide information, technical support, and
3 assistance to local officials, including, but not limited
4 to, assistance in grant applications, developing economic
5 development strategies, and complying with State and
6 federal laws, rules, and regulations affecting local
7 governments. All State agencies must cooperate with the
8 Office to provide the necessary information, materials,
9 and assistance necessary for the Office to carry out its
10 duties in an efficient manner.
11 (3) Accept grants, loans, or appropriations from the
12 State, the federal government, or any agency or
13 instrumentality of the State or federal government to be
14 used for the operating expenses of the Office and for the
15 purposes of the Office, including the making of direct
16 loans or grants of those moneys for public, private,
17 experimental, or cooperative housing, scientific
18 research, industrial parks, youth employment purposes,
19 business incubators, infrastructure development,
20 alternative energy resource development, community
21 facilities, and any other purpose related to the
22 revitalization of economically depressed areas.
23 (4) Make any rules necessary to carry out its
24 responsibilities.
25 (b) Units of local government eligible for assistance
26 under this Section must (i) be located in an area in need of
27 economic development, (ii) have developed a specific proposal
28 for economic development, and (iii) lack available local
29 revenues, resources, or knowledge necessary to implement the
30 proposal.
31 (c) This Section is repealed on January 1, 2005.
32 Section 99. Effective date. This Act takes effect on
33 January 1, 2001.".
