1 AN ACT concerning Organ Donor Awareness license plates
2 honoring Walter Payton.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The State Finance Act is amended by adding
6 Section 5.541 as follows:
7 (30 ILCS 105/5.541 new)
8 Sec. 5.541. The Organ Donor Awareness Fund.
9 Section 10. The Illinois Vehicle Code is amended by
10 adding Section 3-645 as follows:
11 (625 ILCS 5/3-645 new)
12 Sec. 3-645. Organ Donor Awareness license plates.
13 (a) The Secretary, upon receipt of an application made
14 in the form prescribed by the Secretary, may issue special
15 registration plates designated as Organ Donor Awareness
16 license plates. The special plates issued under this Section
17 shall be affixed only to passenger vehicles of the first
18 division and motor vehicles of the second division weighing
19 not more than 8,000 pounds. Plates issued under this Section
20 shall expire according to the multi-year procedure
21 established by Section 3-414.1 of this Code.
22 (b) The design and color of the plates is wholly within
23 the discretion of the Secretary, except that the phrase "Be
24 An Organ Donor" shall be on the plates, and the design of the
25 plates shall incorporate a reference to the Chicago Bears
26 organization and Walter Payton. The Secretary may allow the
27 plates to be issued as vanity plates or personalized under
28 Section 3-405.1 of the Code. The Secretary shall prescribe
29 stickers or decals as provided under Section 3-412 of this

2 (c) An applicant for the special plate shall be charged
3 a $25 fee for original issuance in addition to the
4 appropriate registration fee. Of this additional fee, $23
5 shall be deposited into the Organ Donor Awareness Fund and $2
6 shall be deposited into the Secretary of State Special
7 License Plate Fund, to be used by the Secretary to help
8 defray the administrative processing costs.
9 For each registration renewal period, a $25 fee, in
10 addition to the appropriate registration fee, shall be
11 charged. Of this additional fee, $23 shall be deposited into
12 the Organ Donor Awareness Fund and $2 shall be deposited into
13 the Secretary of State Special License Plate Fund.
14 (d) The Organ Donor Awareness Fund is created as a
15 special fund in the State treasury. Subject to appropriation
16 by the General Assembly and approval by the Secretary, 50% of
17 the moneys in the Organ Donor Awareness Fund shall be paid as
18 grants to the Regional Organ Bank of Illinois, and the
19 remaining 50% of the moneys in that fund shall be paid as
20 grants to Mid-America Transplant Services.
