1 AN ACT establishing the Illinois Military Flags
2 Commission.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Military Code of Illinois is amended by
6 adding Section 25.5 as follows:
7 (20 ILCS 1805/25.5 new)
8 Sec. 25.5. Illinois Military Flags Commission.
9 (a) The Illinois Military Flags Commission is
10 established for the purpose of assisting the Adjutant General
11 with his or her responsibilities under Section 25 of this
12 Code. The Commission shall advise the Adjutant General on
13 how to best collect, preserve, and present or display to the
14 public the colors, flags, guidons, and military trophies of
15 war belonging to the State in order to disseminate
16 information relating to the history of the Illinois National
17 Guard.
18 (b) The Commission consists of 15 members: the Adjutant
19 General, the State Historian, the Director of the Illinois
20 State Museum, and the Director of the Historic Preservation
21 Agency, all ex officio; 4 members of the General Assembly,
22 one of whom shall be appointed by the President of the
23 Senate, one by the Minority Leader of the Senate, one by the
24 Speaker of the House of Representatives, and one by the
25 Minority Leader of the House of Representatives; and 7
26 residents of the State appointed by the Governor. When
27 appointing members to the Commission, the Governor must
28 endeavor to appoint persons in a manner to maintain as
29 regionally diverse a membership as possible. Persons
30 appointed to the Commission should provide it with experience
31 in areas such as, but not limited to, knowledge of military

1 history, particularly of the American Civil War, and the
2 education of citizens. Any vacancy in the Commission shall
3 be filled by an appointment in the same manner as the
4 original appointment. Members of the Commission shall serve
5 without compensation, but shall be reimbursed for their
6 reasonable expenses incurred in the performance of their
7 duties.
8 (c) This Section is repealed on January 1, 2003.
9 Section 99. Effective date. This Act takes effect upon
10 becoming law.
