1 AN ACT concerning higher education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 3. The Board of Higher Education Act is amended
5 by changing Section 9.28 as follows:
6 (110 ILCS 205/9.28)
7 Sec. 9.28. Graduation incentive grant program.
8 (a) The graduation incentive grant program is hereby
9 created. The program shall be implemented and administered
10 by the Board of Higher Education to provide grant incentives
11 to public universities that offer their undergraduate
12 students contracts under which the university commits itself
13 to provide the courses, programs, and support services
14 necessary to enable the contracting students to graduate
15 within 4 years or, for universities that (i) have a prominent
16 number of non-traditional or transfer students or (ii) do not
17 have freshman and sophomore enrollment, to have an expedited
18 graduation. Grants shall be awarded from appropriations made
19 to the Board of Higher Education for purposes of this
20 Section.
21 (b) To be eligible for grant consideration, a public
22 university shall annually file a report with the Board of
23 Higher Education detailing its 4-year or expedited graduation
24 contract program. The report shall include, at a minimum,
25 the following information: the number of undergraduate
26 students participating in the program, the requirements of
27 the 4-year or expedited graduation contracts offered by the
28 university, the types of additional support services provided
29 by the university to the contracting students, and the cost
30 of the program.
31 (c) In awarding grants to public universities under this

1 Section, the Board of Higher Education may consider each
2 applicant's report data, the number of institutions wishing
3 to participate, and such other criteria as the Board of
4 Higher Education determines to be appropriate.
5 (d) The Board of Higher Education shall annually submit
6 to the Governor and the General Assembly a budgetary
7 recommendation for grants under this Section and shall notify
8 applicants for grant assistance that the award of grants
9 under this Section is contingent upon the availability of
10 appropriated funds.
11 (e) The Board of Higher Education may adopt such rules
12 as it deems necessary for administration of the grant program
13 created by this Section.

15 Section 5. The Illinois Cooperative Work Study Program
16 Act is amended by changing Section 3 as follows:
17 (110 ILCS 225/3) (from Ch. 144, par. 2953)
18 Sec. 3. Creation and implementation of program. A
19 program of financial assistance to support student
20 cooperative work study programs in higher education is
21 established to benefit students academically and financially,
22 reduce reliance on loans, enhance public-private sector
23 partnerships, and encourage students to seek permanent
24 employment in Illinois.
25 The Board shall administer the program of financial
26 assistance and shall distribute the funds appropriated by the
27 General Assembly for this purpose in the form of grants to
28 public or nonpublic institutions of higher education to
29 expand opportunities for students to pursue internships,
30 clinical placement, cooperative programs with business and
31 industry, and other work opportunities linked to a student's
32 academic program. In awarding grants under this Act, the

1 Board shall consider whether programs:
2 (1) strengthen cooperation between higher
3 education, business, industry, and government;
4 (2) promote school/college partnerships;
5 (3) encourage social and community service
6 activities;
7 (4) maximize the use of matching contributions from
8 business and industry, governmental and social agencies,
9 and participating colleges and universities to support
10 student wages;
11 (5) create new opportunities for partnerships
12 between the public and private sectors;
13 (6) integrate other components of student financial
14 aid to reduce reliance on student loans; and
15 (7) meet other criteria that the Board determines
16 are appropriate.
17 The Board shall assure that a representative number of
18 the grants support cooperative work study programs that
19 support work experiences for students in academic programs
20 related to of engineering, science, math, information
21 technology, and education, and other high demand fields.
22 No grant may be awarded under this Section for any
23 program of sectarian instruction or for any program designed
24 to serve a sectarian purpose.
25 As part of its administration of the Act, the Board may
26 require evaluations, audits or reports in relation to fiscal
27 and academic aspects of any program for which a grant is
28 awarded under this Act. The Board shall annually submit to
29 the Governor and General Assembly a budgetary recommendation
30 for grants under this Act.
31 The Board may adopt rules it deems necessary for
32 administration of this Act.

1 Section 99. Effective date. This Act takes effect upon
2 becoming law.
