1 HOUSE JOINT RESOLUTION
2 WHEREAS, This Body recognizes the economic burden a new
3 prison places on local fire protection services; and
4 WHEREAS, The safety of prisoners, staff, and State assets
5 depends on the preparedness of a fire protection district and
6 the ability of the district to meet the economic burden a
7 prison creates; therefore, be it
8 RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
9 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
10 SENATE CONCURRING HEREIN, that there is created the Joint
11 Study Committee on Prison Fire Protection Impact consisting
12 of one member of the House of Representatives appointed by
13 the Speaker of the House of Representatives, one member of
14 the House of Representatives appointed by the Minority Leader
15 of the House of Representatives, one member of the Senate
16 appointed by the President of the Senate, one member of the
17 Senate appointed by the Minority Leader of the Senate, and 4
18 members representing fire protection districts, the Bureau of
19 the Budget, the Department of Corrections, and the Capital
20 Development Board appointed by the legislative members of the
21 Committee, all of whom shall serve without compensation; and
22 be it further
23 RESOLVED, That the Committee shall meet initially no
24 later than July 31, 1999, shall select one member as
25 chairperson at its initial meeting, and shall meet thereafter
26 at the call of the chairperson; and be it further
27 RESOLVED, That the Committee shall study the economic
28 impact of prisons on fire protection districts and possible
29 future solutions to minimize that impact, and shall report
30 its findings to the General Assembly, the Governor, and the
31 Department of Corrections on or before December 15, 1999.
