1 HOUSE JOINT RESOLUTION 17
2 WHEREAS, In Illinois there were 213 collisions between
3 vehicles and railroad trains in 1997; these collisions
4 resulted in 27 fatalities and 85 injuries; Amtrak was
5 involved in 245 accidents nationwide in 1997, with 75% of the
6 accidents attributable to motorists' inattention or
7 impatience; and
8 WHEREAS, Improving safety at Illinois' railroad crossings
9 is of paramount importance; therefore be it
10 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
12 SENATE CONCURRING HEREIN, that the Railroad Safety Task Force
13 is created to investigate rail safety, determine what types
14 of judicial and administrative action should be taken against
15 motorists who cause railroad accidents, and investigate
16 advances in technology that may improve railroad safety; and
17 be it further
18 RESOLVED, That the Railroad Safety Task Force shall be
19 composed of: 2 members from the House of Representatives, one
20 member appointed by the Speaker of the House and one member
21 appointed by the Minority Leader of the House of
22 Representatives; 2 members from the Senate, one member
23 appointed by the President of the Senate and one member
24 appointed by the Minority Leader of the Senate; the Governor
25 or a representative appointed by the Governor; the Secretary
26 of State or a representative appointed by the Secretary of
27 State; the Secretary of Transportation or a representative
28 appointed by the Secretary of Transportation; the Chairman of
29 the Illinois Commerce Commission or a representative
30 appointed by the Chairman; 2 representatives of the railroad
31 industry appointed by the Governor; 2 representatives of
32 railroad labor unions appointed by the Governor; and 2

1 representatives of the trucking industry appointed by the
2 Governor; and be it further
3 RESOLVED, That the Railroad Safety Task Force shall
4 compile and submit a report to the General Assembly before
5 January 1, 2000 on methods, procedures, and recommendations
6 for improving railroad safety at railroad crossings
7 throughout this State and on what types of judicial and
8 administrative action should be taken against motorists who
9 cause railroad accidents; and be it further
10 RESOLVED, That copies of this resolution be delivered to
11 the Governor, the Secretary of State, the Secretary of
12 Transportation, and the Chairman of the Illinois Commerce
13 Commission.
