1 HOUSE RESOLUTION
2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4 the Rules of the House of Representatives of the Ninety-first
5 General Assembly, which pursuant to Section 3 of the General
6 Assembly Operations Act are the same as the Rules of the
7 Ninetieth General Assembly, are amended by changing Rule 18
8 as follows:
9 (House Rule 18)
10 18. Referrals to Committees.
11 (a) All House Bills and Senate Bills, after being
12 initially read by the Clerk, are automatically referred to
13 the Rules Committee.
14 (b) During odd-numbered years, the Rules Committee shall
15 thereafter refer any such bill before it to a standing
16 committee or a special committee within 3 legislative days.
17 During even-numbered years, the Rules Committee shall refer
18 to a standing committee or a special committee only
19 appropriation bills implementing the budget and bills deemed
20 by the Rules Committee, by the affirmative vote of a majority
21 appointed, to be of an emergency nature or to be of
22 substantial importance to the operation of government. At any
23 time, however, upon the written request of the Principal
24 Sponsor of a bill before the Rules Committee, the bill shall
25 automatically be referred to the Executive Committee without
26 further action by the Rules Committee, if the Rules Committee
27 has not referred the bill to a standing committee or a
28 special committee within 15 calendar days after its
29 introduction. This subsection (b) applies equally to House
30 Bills and Senate Bills introduced into or received by the
31 House.
32 (c) A standing committee or a special committee may
33 refer a subject matter or a legislative measure pending in

1 that committee to a subcommittee of that committee.
2 (d) All legislative measures favorably reported by a
3 standing committee or a special committee, or discharged from
4 a standing committee or a special committee under Rule 58,
5 shall be referred to the House and placed on the appropriate
6 order of business, which shall appear on the daily calendar.
7 All legislative measures, except bills or resolutions on the
8 Consent Calendar, bills or resolutions assigned short debate
9 status by a standing committee or special committee, and
10 floor amendments, so referred are automatically assigned
11 standard debate status, subject to Rule 52.
12 (e) All floor amendments, joint action motions for final
13 action, and conference committee reports, upon filing with
14 the Clerk, are automatically referred to the Rules Committee.
15 The Rules Committee may refer any floor amendment, joint
16 action motion for final action, or conference committee
17 report to the House or to a standing committee or a special
18 committee for its review and consideration (in those
19 instances, and notwithstanding any other provision of these
20 Rules, the standing committee or special committee may hold a
21 hearing on and consider those legislative measures pursuant
22 to a one-hour advance notice). Any floor amendment, joint
23 action motion for final action, or conference committee
24 report that is not referred to the House by the Rules
25 Committee is out of order, except that any floor amendment,
26 joint action motion for final action, or conference committee
27 report favorably approved by a standing committee or a
28 special committee is deemed referred to the House by the
29 Rules Committee for purposes of this Rule. All joint action
30 motions for final action and conference committee reports so
31 referred are automatically assigned standard debate status,
32 subject to Rule 52. Floor amendments referred to the House
33 under this Rule are automatically assigned amendment debate
34 status.

1 (f) The Rules Committee may at any time refer or
2 re-refer a legislative measure from a committee to a
3 Committee of the Whole or to any other committee.
4 (g) Legislative measures may be discharged from the
5 Rules Committee only by unanimous consent of the House. Any
6 bill discharged from the Rules Committee shall be placed on
7 the order of Second Reading and assigned standard debate
8 status, subject to Rule 52.
9 (h) Except for those provisions that require unanimous
10 consent, this Rule may be suspended only by the affirmative
11 vote of 71 members elected.
