1 HOUSE RESOLUTION
2 WHEREAS, Since its inception in 1988, the Eddie Eagle Gun
3 Safety Program has reached 11.6 million children through
4 thousands of law enforcement agencies, school systems, and
5 numerous civic groups in all 50 states, Canada, and Puerto
6 Rico; and
7 WHEREAS, Eddie Eagle is used to promote gun safety and
8 gun accident prevention; the program teaches children that
9 guns are not toys, and makes no value judgment about whether
10 guns are good or bad; the program also promotes safe behavior
11 with guns; and
12 WHEREAS, Marion P. Hammer, program creator and former
13 President of the National Rifle Association, received the
14 National Safety Council's 1993 Citation for Outstanding
15 Community Service award; and
16 WHEREAS, In 1994 the National School Public Relations
17 Association presented the program with the Golden Achievement
18 Award; and
19 WHEREAS, On May 5, 1994, the American Legion passed a
20 resolution recognizing the importance of the Eddie Eagle
21 Program, encouraging its posts and departments to introduce
22 the gun safety program to elementary schools and law
23 enforcement agencies; on September 1, 1995, the American
24 Legion's National Education Award was presented to the
25 program, commending the National Rifle Association for taking
26 an active role in the prevention of accidents involving
27 children and firearms; a $25,000 grant was awarded to the
28 Eddie Eagle Program by the American Legion's Child Welfare
29 Foundation to assist law enforcement in teaching the
30 program's safety message; and
31 WHEREAS, The 1996 Silver Award of Merit was given to the

1 Eddie Eagle Program by the Youth Activities Division of the
2 National Safety Council for the program's efforts to "promote
3 safety & health, save lives, lessen injury and reduce
4 economic loss"; and
5 WHEREAS, Many states have passed resolutions recommending
6 the use of the Eddie Eagle Program; North Carolina enacted a
7 bill recognizing the importance of Eddie Eagle; several state
8 governors have also sent out proclamations, declarations, and
9 commendations to the program; therefore, be it
10 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12 we urge schools throughout the State to begin using and
13 presenting the Eddie Eagle Gun Safety Program; and be it
14 further
15 RESOLVED, That suitable copies of this resolution be
16 presented to the Illinois Department of Education and the
17 National Rifle Association.
