1 HOUSE RESOLUTION
2 WHEREAS, The Private Sewage Disposal Licensing Act was
3 enacted in 1973 "to protect, promote and preserve the public
4 health, safety and general welfare by providing for licensing
5 of private sewage disposal contractors and the establishment
6 and enforcement of a minimum code of standards for design,
7 construction, materials, operation and maintenance of private
8 sewage disposal systems, for the transportation and disposal
9 of wastes therefrom, and for private sewage disposal
10 servicing equipment"; and
11 WHEREAS, Innovations in technology for the development
12 and use of onsite wastewater systems have changed since 1973;
13 and
14 WHEREAS, The State of Illinois has experienced
15 substantial population growth and expansion into rural areas,
16 dramatically increasing the number of onsite wastewater
17 systems in use in those areas; and
18 WHEREAS, Rural population growth has created a need for
19 more professional and innovative solutions to onsite
20 wastewater problems in the State; and
21 WHEREAS, Both the State and federal government lack
22 sufficient funding to properly inspect, test, and develop
23 onsite wastewater systems in a manner that protects and
24 promotes the public health, safety, and general welfare of
25 the people of the State of Illinois; therefore be it
26 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
27 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
28 the Commission created in House Resolution 500 of the
29 Ninetieth General Assembly shall continue to meet at the
30 call of the chairperson, shall hold public hearings, shall
31 receive the assistance of legislative staff, and shall report

1 its findings and recommendations concerning the Private
2 Sewage Disposal Licensing Act to the House by filing copies
3 of its report with the Clerk of the House on or before
4 January 2, 2001; and that upon filing its report the
5 Commission is dissolved.
