1 HOUSE RESOLUTION
2 WHEREAS, One of the fundamental cornerstones of the
3 United States' domestic policy should include the
4 encouragement and support of the institution of marriage; and
5 WHEREAS, The existing provisions of the federal Internal
6 Revenue Code undermine this policy due to the
7 disproportionate difference in the individual income tax
8 rates and the standard deduction between married taxpayers
9 and single taxpayers, known as the marriage penalty; and
10 WHEREAS, The marriage penalty imposes a heavy financial
11 burden on married taxpayers and places additional restraints
12 on the ability of these taxpayers to fund family
13 expenditures; and
14 WHEREAS, In light of the federal revenue surplus, the
15 elimination of the marriage penalty provides an immediate
16 means of granting relief to a large segment of the taxpaying
17 population; and
18 WHEREAS, Members of the U.S. House of Representatives of
19 the 1st Session of the 106th Congress have introduced H.R. 6
20 creating the Marriage Tax Elimination Act of 1999 to
21 eliminate the disproportionate burdens placed on married
22 taxpayers under the federal Internal Revenue Code; therefore,
23 be it
24 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
25 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
26 we urge the U.S. Congress to eliminate the marriage penalty
27 in individual income tax rates and in the standard deduction
28 through the adoption of H.R. 6 creating the Marriage Tax
29 Elimination Act of 1999; and be it further
30 RESOLVED, That suitable copies of this resolution be
31 delivered to the Speaker of the U.S. House of

1 Representatives, the President pro tempore of the U.S.
2 Senate, and each member of the Illinois congressional
3 delegation.
