1 HOUSE RESOLUTION
2 WHEREAS, The Transportation and Motor Vehicle Committee
3 of this House of Representatives heard extensive testimony
4 regarding the needs of the Illinois transportation
5 infrastructure; and
6 WHEREAS, The Transportation and Motor Vehicles Committee
7 recognizes the need for significant road construction in this
8 State; and
9 WHEREAS, Testimony also recognized the importance of
10 worker safety in construction projects; and
11 WHEREAS, The number of highway construction projects is
12 likely to increase due to the poor conditions of Illinois
13 roads; and
14 WHEREAS, The increase in the number of projects will
15 necessitate more construction at night and in adverse weather
16 conditions; and
17 WHEREAS, The likelihood of injury to highway construction
18 workers increases dramatically during construction in these
19 conditions; and
20 WHEREAS, The wearing of self-illuminating safety vests
21 visible under such circumstances can greatly reduce the
22 incidence of injury; therefore be it
23 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
24 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25 we urge the Department of Transportation to address the issue
26 of worker safety; and be it further
27 RESOLVED, That we urge the Department of Transportation
28 to evaluate the use of self-illuminating safety vests that
29 are visible at night and during adverse weather conditions
30 for a minimum of one-quarter mile and are shock and spark

1 resistant to ensure worker safety; and be it further
2 RESOLVED, That, by May 31, 2000, the Department of
3 Transportation report to the Transportation and Motor
4 Vehicles Committee on the measures taken to assure highway
5 worker safety; and be it further
6 RESOLVED, That a copy of this resolution be delivered to
7 the Secretary of Transportation.
