1 HOUSE RESOLUTION
2 WHEREAS, This year marks the 20th anniversary of the
3 Chicago Association of Neighborhood Development
4 Organizations; and
5 WHEREAS, As a coalition of community economic development
6 practitioners, CANDO brings a wealth of experience and
7 innovation to neighborhood development in Chicago; and
8 WHEREAS, CANDO's members were concerned about the lack of
9 access to financing in their neighborhoods and banded
10 together to suggest issues that affected their ability to
11 revitalize their commercial strips; and
12 WHEREAS, They started with the storefront Facade Rebate
13 program and advocated successfully with the City of Chicago
14 for program implementation; they designed Neighborhood
15 Lending Programs with First Chicago, Harris Bank, and the
16 Northern Trust, thus making millions of dollars available for
17 local projects; and
18 WHEREAS, The State of Illinois awarded funds for Small
19 Business Development Centers to CANDO in 1985, and in that
20 same year CANDO produced its first Neighborhood Retail
21 Portfolio and marketed neighborhood retail areas in 1986 at
22 its first Neighborhood Retail Fair; and
23 WHEREAS, For the tenth anniversary, CANDO developed and
24 marketed the Neighborhood Investment Campaign, proposing
25 specific solutions for neighborhood economic problems such as
26 tax reactivation for economic development, and in 1992, with
27 the State Treasurer and eighteen local banks, established a
28 microloan program for new and emerging businesses; and
29 WHEREAS, In 1993, CANDO's board decided that low and
30 moderate income communities were not represented in the
31 coalition; they decided to create the Demonstrating Enabling

1 and Empowering Development program (DEED) to address their
2 needs and the organizations working to revitalize them; and
3 WHEREAS, CANDO started out with a membership of eight,
4 and in 1995 their membership reached the two hundred mark;
5 and
6 WHEREAS, During the last five years, DEED partnered with
7 community development organizations in North Lawndale, West
8 Humboldt Park, Near South, West Pullman, and Auburn-Gresham;
9 and
10 WHEREAS, The work of CANDO still goes on, with much
11 difficulty; today, there is a greater understanding of the
12 importance of building on concepts, skills, and capacity in
13 order to arrive at a place where an organization engages in
14 its own development activities; therefore, be it
15 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17 we congratulate the Chicago Association of Neighborhood
18 Development Organizations on its twentieth anniversary and
19 take great pleasure in offering our best wishes for the
20 future; and be it further
21 RESOLVED, That a suitable copy of this resolution be
22 presented to the Chicago Association of Neighborhood
23 Development Organizations.
